Description (Specifications)[edit]

The Solomani Confederation maintains order in a universe full of chaos and quarrelling alien species, who must be kept in order.

  • The Confederation preserves the human order.
  • While many gentle-sophonts outside of the confederation attribute negative qualities to the confederation, within the Solomani Confederation, it has strong, popular support, especially amongst Terrans and the Solomani Party elite.

A. Goals: 1105[edit]

The Solomani are dedicated to the doctrine that humans of Solomani descent are superior to all others, and are most fit to rule the galaxy.

  1. The first was to preserve the independence of the Confederation worlds from strong Imperial interstellar government.
  2. The second was to provide for a strong, mutual defense of the Solomani states.

History & Background (Dossier)[edit]

The Solomani Confederation was founded in 871, when the government of the Solomani Autonomous Region reorganized itself in an attempt to strengthen its claims to the heritage of the Terran Confederation and the later Rule of Man.

  • This gesture was ratified in the Charter for Confederation of the Free Solomani States.
  • Although tantamount to a declaration of independence, the reorganization was officially ignored by the government of the Imperium, until the increasingly belligerent and extremist policies of the Solomani caused many border worlds under Solomani rule to petition the Imperium for redress.

Significant populations of the following sophont races reside within this polity:

Solomani Sophont Demographics / (Populations 10+ billion)
Race Population Type Remarks
Humaniti TBD trillion Major Race (Various)
  • Imperial Man
Humaniti is the dominant species on the many thousands of worlds within the Third Imperium and while most humans are of Solomani, Vilani, or mixed ancestry, literally dozens of other races and sub-species of humans exist: Minor Human Races, Human Chimerae, Variant Races, ethnic groups, and nearly every other possibility imaginable. Humans are a prolific species and can be found in large numbers throughout vast tracts of both the Solomani Confederation and Charted Space.
Aslan TBD million Major Race The Aslan are a young and powerful race of felinoid-like sophonts, united in spirit, but not in temporal power. Their often quarreling empire, the Aslan Hierate lies spinward, but very few Aslan have settled in the Confederation and the Solomani still have not determined how to deal with the Aslan in Confederation territory.
Selenites TBD billion Variant Human Race The Selenites are human beings, geneered to survive in the microgravities of space habitats. They have experienced explosive population growth and their numbers now make them a force to contend with.
Dolphins TBD million Variant Non-Human Race Dolphins, an aquatic species and variant race from Terra, were brought by the Solomani to interstellar space. They have prospered ever since and their keen astrogational skills are in high demand.
Chirpers TBD million Non-Human Race Chirpers are a simple apolitical race of pet-like sophonts that some suspect are proto-sophonts, primitive versions of the Droyne, or possibly even related to the Ancients. They might be simple babes in the woods or they could be a species far more devious...
Aquamorph TBD Variant Human Race TBD
Fervoriani TBD Variant Human Race The Fervoriani are a Variant Human Race native to Fervore (Alpha Crucis 2511). They were once human Terrans altered using genetic engineering during the late Interstellar Wars period in order to adapt them to the tainted atmosphere of their adopted planet.
Wuans TBD Variant Human Race The Wuans are a Variant Human Race created as a part of a planned society using advanced geneering. The human chimera species was changed to include a number of physiological and psychological mutations to the human genome creating two subspecies: a brutish, unintelligent worker class and a hyperintelligent executive leadership caste. The species has organized and created their own corporate superstate known as the Wuan Technology Association, which is a powerful trading cartel in control of a multi-system pocket empire, closely allied to the Solomani Confederation.
Agryxani TBD Non-Human Race The Agryxani are a young species of cephalopodoids that resemble terran squids. Their species are considered TL-0 proto-sophonts by some, but their emerging mastery of livestock domestication and limited agriculture has convinced other sophontologists to rate them at least TL-1. They are an aquatic species, who require specialized encounter suits, which they lack the technology to yet produce, to interact with the land-dwelling terrestrial species that form the mainstream of interstellar sophontdom. As such, few Agryxani venture beyond their homeworld.
Droyne TBD Major Race Droyne, and the Nugiiri believed to be Droyne or a near-identical species, are an enigmatic species with a psychology considerably divergent from mainstream interstellar society. Droyne within the Confederation prefer to be left alone and keep a very low level presence.
Jabberwock TBD Variant Non-Human Race The Crested Jabberwock (Jabberwockiscristatus Saevitia), also called the Nightclaw, Fanged Death or simply the Jabberwock, is a dangerous bioengineered super soldier and a very dangerous sophont.
Ladybugs TBD Non-Human Race TBD
Minaurians TBD Non-Human Race TBD
Sundowners TBD Non-Human Race A Sundowner, or ‘Lampshade’, is a member of a sedentary vacuum-adapted Minor Race native to Weeven (Alpha Crucis 1812), where their population numbers in the billions.
Uplifted Apes TBD Variant Non-Human Race TBD

History-Era: Milieu 1100[edit]

As a result of the Solomani Rim War, the Confederation is searching for its identity and looking for ways to expand its territory and prosperity.

Major Historical Events Timeline: 1116[edit]

These are some of the more important historical events that have affected this polity:

Government & Politics (Leadership)[edit]

Representatives to the Secretariat are appointed by the governments of the individual districts.

  • The number of representatives each district may appoint is determined according to that district's contribution to the Solomani economy.
  • A district typically consists of a single world, but low population worlds or depressed areas are combined into multi-world districts.
  • In the case of a district such as this, an election is held to determine the representative from that district.
  • These, however, are not elections in the normal sense; the governments vote, rather than the populace.
  • Each government of such a district is allocated votes (again, according to its economic importance) which are used to elect a representative for that district.

Overview: 1105[edit]

The Solomani Confederation is a Confederation characterized by a low degree of governmental centralization that gives a high degree of sovereignty (freedom) to local (planetary) governments and sometimes suffers from a poor ability to create unified policy. The Solomani Confederation government is usually classified as a Confederation.

Internal Politics: 1105[edit]

Solomani Confederation Factionalism: Because of the greater degree of local autonomy that exists in the Solomani Confederation, interworld factionalism exists to a much greater degree than would be allowed in the Imperium. Coalitions of worlds exist outside the normal government channels, sometimes equalling them in importance within a given region.

  • For example, the Near Boötes Cluster, in the Capella Subsector, dominates large portions of the adjacent subsectors, both economically and politically. Boötean mercantile interests heavily favor peaceful trade with the Imperium, and their influence with the Confederation government is considered to be the primary reason for the unofficial detente between the Confederation and the Imperium.
  • Another example of this factionalism is the ongoing trade war between Kukulcan and the Thetis-Laputa Coalition. The war is causing severe damage to the economy of Kukulcan, but the Coalition has thus far been able to muster enough power to prevent effective intervention by the Confederation government.

Political Factions: 1105[edit]

Solomani Party Membership: All government officeholders and officials must be members of the official party, the Solomani Movement (alternately called the Solomani Party). Although formerly of great power and influence, the party is now weak, decentralized, and of little importance. Real power in the Confederation is held by the government and the factions.

The following Solomani Member States have acquiesced part of their sovereignty to this supra-polity thus forming sub-polities:

Solomani Confederation Member States
# Member Sector Remarks
1. Boötean Federation Solomani Rim The Boötean Federation is one of the oldest Solomani governments in the region and has its roots in the earliest Terran exploration efforts. It grew into a strong mercantile association and later into a full-fledged government. Boöteans are far more cosmopolitan and tolerant than Solomani Party ideals might dictate.
  • AKA Boötean League.
2. Grand United States of Quesada Aldebaran The Grand United States of Quesada (GUSQ) is a vibrant democratic republic within the Solomani Confederation known for its liberal ideals and diverse linguistic traditions. It grew out of early Terran exploration efforts and has kept many cultural ideals from its Spanish-speaking founders.
3. Hanuman Systems Langere The Hanuman Systems (HS or HaSy) is a cosmopolitan state within the Solomani Confederation known for its colorful pantheism and widespread religious tolerance. Like many Solomani states, it was settled by early Terrans with many from Occidental and Hindu traditions. The HS is known for its amicable relations with the Hive Federation and the Hanumani hold many ideals at odds with official Solomani Party doctrine.
4. Hegemony of New Albion Dark Nebula The Hegemony of New Albion is small and loose governing organization of former Terran colonists, largely of Anglic descent. Their parliamentary alliance is known for its small size, but great prosperity.
5. Joie De Vivre Malorn The Joie De Vivre is a movement of dissenters, who once originated within Francophone nations on Terra. They rebelled against the Terran Confederation and were able to escape forming a new society beyond the stars.
6. Kostov Confederate Republic Neworld The Kostov Confederate Republic was a splinter group that left Terra long ago. Their language still contains recognizable Slavic elements. Their society is focused on widespread enfranchisement and laissez faire values..
7. New Slavic Solidarity Magyar The New Slavic Solidarity (NSS) is significant 16-system sub-polity and loose governing organization of former Terran colonists, largely of Slavic descent, who are loosely allied with the Solomani Confederation. The NSS is a fledging sub-polity and few of its world have yet had a chance to establish important, prosperous interstellar economies. It is fiercely independent and mostly associates with the Solomani Confederation out of the need for a large, organized military to protect it from Aslan Ihatei incursions.
8. Protectorate of Alba
dead link
Alpha Crucis The Protectorate of Alba has declared its independence from the Solomani Confederation, but the federation has yet to officially recognize this act and aggressive negotiations have been taking place for a number of years. This has driven many Alban worlds to become Client States of the Third Imperium.
9. Protectorate of Cthonia
dead link
Alpha Crucis These days the Protectorate of Cthonia has been reborn as the Orichalc Regional Defense Association and is now an important client state within the Third Imperium. It can muster an impressive interstellar navy even though it primarily has a regional area of operations. The Solomani Confederation still doesn't recognize this change of allegiance.
10. Reformed Dootchen Estates Magyar The Reformed Dootchen Estates was a splinter group that left Terra long ago. They have attempted to keep alive what was once known on Terra as the apartheid system, and ancient Solomani social hierarchy practice that is widely deplored throughout Charted Space.
11. Thetis-Laputa Coalition Solomani Rim A quarreling internal faction with considerable wealth...
12. Third Reformed French Confederate Republic Aldebaran None
13. Turin Consolidation

AKA Consolidation of Turin

Alpha Crucis A religious theocracy with some alluring mysteries...
14. Union of Summax Alpha Crucis Not a full member of the Solomani Confederation
15. Wuan Technology Association Magyar Home of the Wuans, a geneered human species in a mercantile society with a strict social hierarchy. The Wuan Technology Association (WTA) has always been wary of outsiders, except as clients for Wuan trade. In matters of trade, the Wuans appear to have no fears or reservations about dealing with non-human sophonts. with this notable exception, the philosophy and ideals of the WTA are largely in line with Solomani Party ideals.

These are member states of the Solomani Confederation.

  • They are also known as Solomani Confederation Associates.
  • Many of them are characterized as regional associations which manage local affairs.

Member States:

  1. Boötean Federation (Solomani Rim)
  2. Grand United States of Quesada (Aldebaran)
  3. Hanuman Systems (Langere)
  4. Hegemony of New Albion
  5. Joie De Vivre
  6. Kostov Confederate Republic (Neworld)
  7. New Slavic Solidarity (Magyar)
  8. Reformed Dootchen Estates (Magyar)
  9. Thetis-Laputa Coalition
  10. Third Reformed French Confederate Republic (Aldebaran)
  11. Turin Consolidation (Alpha Crucis) AKA Consolidation of Turin
  12. Wuan Technology Association (Magyar)

Past Member States:

  1. Old Earth Union (Solomani Rim) (Past)
  2. Protectorate of Alba (Alpha Crucis)
  3. Protectorate of Cthonia (Alpha Crucis) AKA Orichalc Regional Defense Association
  4. Union of Summax (A prospective member state)
  5. Vegan Polity (Solomani Rim) (Past)

Government Structure: 1105[edit]

The structure of the government of the Solomani Confederation is largely based upon that of a venerated Terran institution once known as the United Nations, which had been an instrumental organization in helping balkanized Terra grow into a unified World-State.

  • It is a cumbersome organization with an overgrown bureaucracy on one hand, but, on the other, it helped to channel the human spirit of its predecessor, the Terran Confederation, to overcome overwhelming odds and defeat a massively larger Ziru Sirka.
  • For all of its faults and dark corners, the Solomani Confederation has accomplished some very impressive feats. The Confederation has extremely advanced biotechnology and is rapidly creating a new culture, based upon changing technologies. Some say that this new, evolving culture will be a post-human one, full of morphological freedoms and a post-scarcity economy previously unimagined...

A. Executive Branch: 1105[edit]

The Secretariat is presided over by the Secretary General, who is elected from its membership.

  • High Council Solomani High Council TBD
  • The Secretary General is the chief administrative officer of the Solomani government, and while the office holds great power, it is fully accountable to the Secretariat.
  • The branches of the Solomani Confederation's government took the names of the government of the Terran Confederation, but the present institutions have little resemblance to those of the past.
  • Secretary-Generals
    • Ivan Wolfe

B. Legislative Branch: 1105[edit]

The chief governing body of the Solomani Confederation is the Secretariat.

C. Judicial Branch: 1105[edit]

The Interstellar Court of Justice (Cour Interstellar de Justice in French), commonly referred to as the Confederation Court or ICJ, is the primary judicial branch of the Solomani Confederation.

  • Its main functions are to settle legal disputes submitted to it by member states and to provide advisory opinions on legal questions submitted to it by the Secretariat, by duly authorized international branches, by agencies, and by the General Assembly.

D. Bureaucracy: 1105[edit]

The General Assembly is a representative and legislative institution without real power and merely serves as a forum for debate among the representatives of both major and minor nations.

E. Military: 1105[edit]

The military of this polity is subordinate to the legislative branch (civil governance) of this polity.

  • However, many posit that a triumvirate or troika of power exist between three Solomani institutions:
  1. The Solomani Party
  2. The Solomani Intelligence Agency, SolSec
  3. The Solomani Navy, SolNav

It is difficult for outside observers to truly distinguish the hidden power structure of the Confederation.

Military & Intelligence (Force Projection)[edit]

The Solomani maintain a large and potent military composed of an army, navy, marines, Home Guard, and policing (paramilitary) forces.

  • While the Solomani is a confederation of member-states, each of which maintain their own military, the largest and potent military is maintained by the Terrans.

A. Ground Forces: 1105[edit]

  • Solomani Army (SolArm)

B. Naval Forces: 1105[edit]

C. Special Forces: 1105[edit]

D. Paramilitary Forces: 1105[edit]

E. Intelligence Agencies: 1105[edit]

SolSec is the Confederation's premier intelligence agency.

  • Solomani Security Agency (SolSec)
  • Please see Solomani and SolSec for more information.

Technology & Trade (Economy)[edit]

The confederation recognizes that all interstellar polities run on prosperous programs of interstellar trade, and while the party maintains certain ideological watermarks, greater tolerance is expressed in the interests of keeping as high a standard of living as possible.

Technology Timeline: 1105[edit]

A rough timeline of technological achievement is as follows:

  • TBD

Interstellar Commerce: 1105[edit]

Please see Corporation Listing below.

Corporation Listing: 1105[edit]

The following businesses operate out of or in this polity:

Interstellar Currency & Finance: 1105[edit]

The Confederation uses a variety of electronic, physical and fiat currencies.

  • Amongst them are the Terro, a paper and coin currency.
  • These are backed by an active stock market, all sort of mutual funds, and various other investment mechanisms.
  • Local world-states and member sub-polities often use their own currencies within their area of control.

Research & Technology: 1105[edit]

The Solomani Confederation possesses a marvel of a scientific community and its bio and medical technologies have consistently been regarded as far superior to those of the Third Imperium.

Calendar & Timekeeping (Chronology)[edit]

The Solomani long ago standardized upon a calendar and timekeeping system based upon the celestial movements and cycles of Terra.

Mathematics: 1105[edit]

The Solomani long ago, standardized upon a Base-10 mathematics system although other systems are used on applied scientific levels across multi-disciplinary fields of study.

Sciences: 1105[edit]

The Solomani possess an advanced knowledge of the sciences that includes:

  • A formalized method of scientific inquiry.
  • Earth (planetary) and Space sciences, including astronomy, cosmology, and geosciences.
  • Social sciences, including psychology and sociology.
  • Life sciences, including biology.
  • Physical sciences, including chemistry and physics.
