Description (Specifications)[edit]
The Third Reformed French Confederate Republic is a political entity and cultural region lying within the Solomani Confederation. It is a union of a number of culturally French worlds.
- It has 17 member systems and covers parts of two subsectors.
- Its name is usually abbreviated, most commonly to La République Confédérée or simply La République.
A basic overview of La République, right:
Clusters[edit]
Two clusters form La République:
- The Carthame Cluster, to coreward.
- The Euxene Cluster, forming the central part of the polity.
Rift Regions[edit]
La République is bounded by two distinct rift regions:
- The Euxene Void, effectively cutting the state in half, and
- The Dahir Rift, defining its coreward-trailing border.
Locally at least, a rift is an astrographic and commercial concept based on Jump Drive performance.
- Most commercial vessels typically use Jump Drives capable of Jump-3 or less.
- Areas that cannot be crossed by Jump-3-capable vessels are denoted as rifts.
- Rifts represent a considerable obstacle to interstellar trade and commerce.
Government & Politics (Leadership)[edit]
La République is characterized as having a high degree of centralization, which sets uniform policies that direct the entire multi-system state and disregards local (planetary) differences. It has a legislative branch divided into the Assembly and the Senate, an executive branch consisting of governmental ministers, a Prime Minister, and a President. It has an independent judiciary. Elections to the legislative and executive offices are held regularly, while the judiciary is appointed with consent from both the legislative and executive branches from a pool of skilled advocates with courtroom experience.
- La République's government is usually classified as a Federal Republic, a form of a Unitary State.
- Political parties, generally associated with one or more large workers unions, hold considerable power and influence.
Goals[edit]
The state's primary goal is preserving trade and economic prosperity for its member worlds.
Interstellar Relations[edit]
La République is a semi-autonomous member state of the Solomani Confederation. It follows the laws, decrees, and rulings of that state.
- The Confederation deals with foreign policy and conducts interstellar relations in conjunction with and on behalf of La République. Although it largely leaves the region to its own devices in terms of domestic politics, it retains the right to overrule rulings and decisions that La République makes. This executive power has not yet been exercised.
Strikes[edit]
The strike is the main mode of direct action for citizens of La République -- a widespread boycott of work and shutting down of services, at the expense of receiving wages. The strike goes beyond a mere refusal to work, it is about protecting social norms and rights by dramatically affecting the economies of worlds and regions, thus putting pressure on executive power and preventing or forcing changes. While corporations might employ so-called "strike-breakers" to protect their interests, the strike-breakers are always heavily outnumbered and citizens have no qualms about using violence to achieve their aims. Their right to strike -- and the power it gives to cause tangible social change -- is enshrined in law, tradition, and culture. People will endlessly complain about the strikes, but they will die defending the barricades if the authorities try to move in.
Workers Unions have a great deal of power. Most collect regular contributions from their members, using the funds to conduct legal actions, provide assistance when necessary, and during a strike ensuring that its members are adequately provided for. For the most part Unions act on their members' behalf and keep a clean record sheet -- citizens of La République will not hesitate to rise up and take action if they suspect corruption or foul play. Many Unions certainly have overt political agendas, but they are not as a rule criminal (or criminally controlled) organizations.
The workers strike is inherently unpredictable, with strikes possible at any time for a variety of reasons, and this lingering uncertainty causes widespread inefficiency. Government and industry endlessly weigh necessary action against public reaction, there are constant supply and scheduling issues, and the main points of the latest issue are endlessly debated on dull news programs in an effort to persuade citizens to either strike or not strike, depending on the nature and political leaning of the broadcaster.
- The Confederation authorities have regularly been hampered by La République's endless petty domestic politicking, particularly with regard to fulfilling military contracts.
- In the midst of a strike Travellers may find starports and stores are closed to business, infrastructure such as transportation networks are shut down, goods have not been delivered to allotted locations at agreed times, or officials won't process documentation. In extreme cases cargoes have been destroyed by the strikers.
Military & Intelligence[edit]
The navy is called the Marine de la République. It defends the territory of La République and the Solomani Confederation, protects the interests of La République, suppresses piracy, and ensures interstellar trade and commerce.
- Marine de la République vessels may demand customs inspections.
- Some systems are defended by local naval forces.
La République's Naval Directorate designed several ships used during the Rim War, including:
Vessels of these classes remain in active service.
Commercial Data[edit]
The following commercial and economic data is available:
Corporations[edit]
Corporations and organizations active within La République include:
- Confederation Heavy Industries (CHI) LLC, a corporation with interests in heavy engineering and starship manufacture active throughout the trailing half of the Confederation.
- ConTech, a corporation specializing in life sciences, particularly large-scale bio-terraforming projects, medicine, and cloning.
- Guardian Military Systems, a large corporation involved in defense and armaments manufacture, with its core area of operations within Canopus Sector.
- Lamarck Minerals, a corporation with a relatively small core area of operations in the Solomani Rim, but with growing interests in resource extraction and processing throughout the Solomani Sphere.
- Orion Metallurgy Corporation (OMC), engaged in resource exploration, extraction, and processing throughout the Solomani Sphere.
- Panstellar, a major transport and logistics corporation.
- Probable Technologies, a scientific research organization involved with academia and heavy industry. It works extensively with the Confederation military.
- Rising Phoenix News Service (RPNS), the premier news and media organization within the Solomani Sphere. It has a strong pro-Confederation bias.
- Within La République it is called Service d'Information Phénix Montante (SIPM)
- Solomani Shipping, a major transport and logistics corporation.
- Transstar, a Solomani megacorporation specializing in transport and logistics. It operates across 13 sectors, represented by the 13 stars in its logo.
- ZeeCorp, a corporation with interests in manufacturing active throughout the Solomani Confederation. It is a major producer of robots.

History & Background (Dossier)[edit]
The Third Reformed French Confederate Republic is a refined and culturally mature region, with a reputation for good food, fine wine, art, high fashion, romance and passion, and scientific achievement. Life within La République is seen as something to be lived and relished, with personal or family time taking precedence over work and business and long vacations a norm. The population has a sector-wide reputation for direct, often violent industrial action, which dramatically affects both political and commercial decision-making.
Although powerful, the inefficiency of La République's government makes an eventual breakup a virtual certainty. If and when that happens, the region may well become a hotbed of internal strife. That inefficiency stems not only from the region's traditions of protest and economic disruption, but also from the collapse of the region's former administration. An efficient but harsh regime consisting of military governors held power from the Rim War until the 1080s. They were ousted following a popular uprising and were replaced by an indecisive body of civilian ministers.
- Rumors of SolSec involvement in this fiasco have surfaced. A common belief, supported by many analysts, holds that the Confederation saw the Republic's growing power and increasing cohesion as a threat.
- Many citizens look back on the Old Regime with a certain fondness.
Solomani Security keeps a close eye on things to ensure the security of the Solomani State and the well-being of its loyal citizens. Almost anyone could be a SolSec informant, passing on all sorts of useful information: some gain a reward or benefit for their actions, others are coerced, while many see it as an act of duty to help protect the the State and its interests.
Regional Rivalry[edit]
The Euxene Void, a significant rift region within Euxene Subsector, carves La République into two distinct halves – La République-Haute, to coreward, and La République-Basse, to rimward. This division is typified by differences in language and accent, regional dress, and regional varieties of food and drink. The fiercest rivalries, as is traditional, focus around sporting events.
- Those from the rimward regions are characterized as being more relaxed and laid back but are often regarded as rural simpletons. They speak with an Elyseene accent.
- Those from coreward are seen as being proactive and industrious but are considered rude, arrogant, and quick to take offense. They speak with Euxenic accents or a Coreuxenic twang.
In times of crisis such petty differences are put aside for the good of La République.
Solomani Security keeps a close eye on activities and events within the polity to ensure the security of the Confederation and the well-being of its loyal citizens. Almost anyone could be a SolSec informant, passing on all sorts of useful information.
Symbols[edit]
The flag of La République is a red, white, and blue tricolor, a cherished French cultural symbol dating to -2725. The modern flag incorporates the symbol of the Solomani Confederation.
Demographics[edit]
Significant populations of the following races (sophont species) reside within this area:
Humaniti (Human races)[edit]
- Solomani (Major Race): Widely spread across the region.
- Mixed or other heritage: Occasionally encountered across the region.
Terragens (Non-Human Terran Races)[edit]
- Dolphins (minor race): A community exists on Daedalus.
Non-Human Races[edit]
- Aslan (Major Race): Occasionally encountered within the polity. Large communities exist on Grande-Terre and Soror.
- Kwaz of Kvazaat (Minor Race): Diminutive trilateral non-humanoids generally involved in agricultural labor.
- Confederation resettlement programs instituted during the Rim War saw large numbers of Kwaz transplanted to Columbier and Ivraie.
Linguistic Topography[edit]
The most commonly heard languages are:
- Euxene French, a Terran language principally spoken in the Euxene Cluster.
- Rim Anglic, a dialect of Anglic and the principal language of the Confederation.
- » It is a second language within "La République".
- »» Firstspeak (aka "Primary Anglic"). A constructed interlingua based on Anglic, devised by the Solomani Party in order to overcome communication barriers created by the many diverse languages and dialects that have arisen over the centuries within the region since the time of the Terran Confederation. [1]
- Delphinic Trinary, the principal language of Dolphins.
- Native Kwaz languages.
- Trokh, the principal language of the Aslan Hierate
- » Minor Aslan Languages: note that some Aslan Clans retain obscure or archaic languages for personal use in addition to Trokh.
General Historical Timeline[edit]
Major events that have affected this polity and the wider region that it lies within:
- -9235: far to coreward, the Vilani discover jump drive technology. Over the centuries pioneers and settlers gradually spread across Charted Space.
- -4045 to -2204: the Ziru Sirka controls vast territories.
- -2431: Terrans discover jump drive technology.
- -2404 to -2215: the Interstellar Wars. The young Terran Confederation battles against the ancient Vilani Ziru Sirka.
