The governments in Epshu maintain nine Naval bases, three Scout bases, and one Naval depot. The average technology level is 11 (with most between 9 and 13). The highest technology level is 14 at Angmar (Zarushagar 2213), Sirgol (Zarushagar 2320), and Komo Niva (Zarushagar 2412).
