• This world has yet to take off economically or otherwise and the population remains low for reasons largely unknown.
• This is a "high technology" world with technology achievements at, near, or over technology standards for Charted Space.
• This world is a "Twilight Zone World", a planet that is tidally-locked to its star. It has a hot side that permanently faces the star, a cold side that permanently faces away, and a narrow twilight zone in-between.
• It is a member of the Solomani Confederation in the Wovoka Subsector of Aldebaran Sector.

The Rutka system is rather barren. The mainworld orbits at 0.85 AU. There are 5 other rocky worlds starting at 3 AU from the primary; 4 of them were only discovered by robotic probe recently.

Rutga is a tidally-locked, medium-sized world with a very thin nitrogen-carbondioxide atmosphere, requiring a respirator with oxygen enhancement. It has a large amount of water-ice not only at the cold-pole, but over the entirety of the cold-side of the world.

World Starport

Rutka has a Class B Starport, a good quality installation which includes all the expected amenities including refined fuel for starships, brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing annual maintenance, overhauls and most kinds of repair, and construction of non-starships. Most ports of this classification have both a Highport and a Downport.

Rutka Base is both the downport startown and primary urban center for the world.

Rutka Heights is a good quality high port that clearly caters to military tastes and needs.

Rutka possesses a Technology Level of TL–11 or TL-B in Hexadecimal Notation.

Rutka is governed by Self-Perpetuating Oligarchy. A single family or small group provides the leadership and important positions in the government. These positions are inherited by member of the group or their family members. The organization may be monarchy, with titles passed to family members. Or a plutocracy where inheritance of the family fortune includes government position. Or the organization may be more typical organization with positions of power inherited.

The population of Rutka is just over 2000 persons, all of them either kith or kin of the Rutkan clan that originally "settled" the world. Both starports were funded by the Solomani Confederacy, in anticipation of building the system into a strategic redoubt. That program is ongoing, but still in its early stages.

The Rutkan government seems to be torn between enjoying total control over "their" world, and seeking out additional personnel and settlers as required by the Solomani military. The end result is to create a system much like Lebannon.

World Law Level

Rutka has a moderate level with laws covering many areas of government and interaction. These laws are simple enough that most people can act as their own advocate, though for serious issues a professional is recommended. Law enforcement officials will be present, but not in great numbers. All firearms except shotguns, and anything more destructive, are typically regulated or prohibited.

World Military

The Solomani military maintains a Marine force here and a cadre of advisors to the local government.
