Rabwhar is a moderate-population world, with too many sophonts to be an agricultural world but not enough to be an industrial world. This world is designated an Amber Zone. Caution is advised since the world has an environment, laws, customs, life forms, or other conditions that are not well understood and might be a danger to a visitor. It is a member of Third Imperium in the Lunion Subsector of Spinward Marches Sector and in the Domain of Deneb. Rabwhar, as a member world of the Third Imperium, holds the estates of an Imperial knight (the Imperial representative to the world) and a baronet, and the fiefdoms of a marquis and a viscount. All four are members of the Imperial Landed Nobility who oversee affairs regarding the world at an Interstellar and Imperial level. This world contains an Imperial Scout Base, capable of handling Scout Service starships and personnel. Rabwhar is a pre-agricultural, pre-Industrial world with a moderate population of over a hundred million, but not yet a billion sophonts.

Mainworld Data[edit]
Rabwhar is not a garden world, but it has agricultural tendencies. Its economy is based around harvesting and processing of compounds derived from its plant life. The planet had a thicker atmosphere in the past, and thanks to millennia of out-gassing, the local plants have evolved certain unusual properties that are useful in life-support system manufacture and chemical synthesis, such as hyper-oxygenation.
It orbits within its star's habitable zone.
Mainworld Size (S)[edit]
Rabwhar is a Meso World between 7,200km and 8,800km in diameter. The world has a standard gravity between 0.4G and 0.57G. The horizon will appear about 4km away.
Mainworld Atmosphere (A)[edit]
Rabwhar has a pressure of 0.43 to 0.70 atmospheres. While the thin atmosphere does not require survival gear this atmosphere also contains an unusual taint such as disease, a hazardous gas mix, pollutants, or sulfur compounds which requires the use of a Filter Mask. Some taints may require more protective equipment. TL–3 or more advanced survival gear is required to settle this world.
Specifically, Rabwhar has a thin but breathable atmosphere with a high oxygen taint: oxygen makes up more than 30% of the atmospheric gases. At the typical partial pressures experienced on-world, the higher O2 content makes breathing generally more comfortable. However, humans breathing the atmosphere in regions with high enough pressure concentrations without using filter masks will experience oxygen narcosis.
- Fire burns intensely in Rabwhar's atmosphere, as long as it has fuel.

World Starport (St)[edit]
Rabwhar has a Class D Starport, a poor quality installation which has few of the expected amenities. There is unrefined fuel for starships and a limited variety of ship provisions. There is no shipyard of any kind, but there may be parts and technical support for doing minor services and repair. Ports of this classification generally consist of only a downport, unless this is a trade port or system with an hostile environment mainworld.
- The world is host to an IISS Scout Base that is at least as large as the civilian port. Its repair facilities rely on expensive imports and parts rebuilt by the local staff. Most of the local staff are brought in from planets with higher technology levels, as local youths who aspire to more are viewed with great suspicion by the ruling junta. It is an “open secret” that the base is involved in covert surveillance of the Sword Worlds. [3]
Rabwhar is classified as an Amber Zone by the Travellers' Aid Society and may pose a heightened risk to Travellers due to unusual local conditions or threats to safety. Caution is advised to those venturing onto the world.

Rabwhar uses an abundance of naturally occurring fossil-derived hydrocarbon fuels as combustibles for its energy supply needs both large and small, including plentiful coal, petroleum and natural gas deposits, though Rabwhar has more recently acquired the technological and industrial base to use atomically-generated energy for many of its larger-scale power production requirements. Atomic energy has nevertheless not seen a rapid spread mainly due to the abdication and abeyance of the former monarchy which had been advocating for its use in order to protect the environment and curtail the atmospheric impact that hydrocarbons fuels were producing by increasing its "taint" and by extension the chemistry of the soil. The current military governorship has largely allowed the atomic energy program to expire and has returned to tried and traditional hydrocarbons and fossil energy production methods. [3]

Rabwhar's economy is based around the harvesting and processing of compounds and pharmaceuticals derived from its incredibly abundant native plant life and biota. One of the reasons for recent attempts by the deposed monarchy to move the energy base of the economy to atomic power was to curtail the environmental impact that hydrocarbon fuels were producing by increasing the "taint" of the atmosphere and by extension the chemistry of the soil. World Government (G)[edit]
Rabwhar is governed by a Non-charismatic Dictatorship. This is a continuation of the charismatic dictatorship, where the original leadership has died or retired and been replaced by allies or protégés. The justifications for the original change in government remain as well as the assertion of rights to rule.
- The world is nominally ruled by a hereditary monarchy. In 1095 a particularly unpopular king was overthrown in a coup. The king abdicated as revolutionaries seized the capital city. The new government, led by the king's popular niece, ruled for nearly three weeks before the Planetary Army regained control, forcing the leaders of the Seventeen Day Democracy into off-world exile. The army, under the leadership of "The General", has remained in power after the coup was put down, and Rabwhar currently exists under a de facto military governorship.
World Law (L)[edit]
Rabwhar has an extreme law level which covers every area of interaction. Laws are complex, detailed, and difficult to understand. Every interaction with the government requires an Advocate. Law enforcement is omnipresent and strict. Legal proceeding can take months to years to resolve and may involve dozens of people. A few worlds with this law level may be a Red Zone and others will be an Amber Zone. All objects specifically manufactured as weapons are typically regulated or prohibited (with no exception for private residences; visiting starships are only protected so long as they stay within designated starports and approach corridors).

The Law Level of A has prevailed since the military put down the attempted coup to overthrow the monarchy in 1095 and its subsequent effective takeover of the government since that time.

World History & Background[edit]
Rabwhar was first explored and colonized by Imperial settlers during the great wave of Imperial settlement beginning in the 200s. By about ca 300, Rabwhar had already been fully integrated as a full Imperial member world.
During the last decade of the 11th Century Imperial, the then-reigning Monarch of Rabwhar had become a particularly unpopular ruler, having presided over several postponed projects including an additional subsequent 20 year delay in a plan to convert the planet’s Class–D Starport into a Class–B port due to a focus on the conversion of the planetary power grid from a fossil-fuel base to atomic power, and a series of failing harvests of the agro-world's primary source of exports due to a blight that had been imported from off-world. In response to this series of events, a coup seized the capital city and surrounding territory and held it for nearly three weeks before the king abdicated in favor of his considerably more popular niece. The Rabhwar Planetary Army closed in on the capital as public opinion began to turn against the revolutionaries, and the leaders of the coup fled off-world with the contents of the Rabwhar Royal Bank, the entire affair becoming known to history as the "Seventeen Day Democracy". The leaders of the coup subsequently went underground, reforming themselves and taking the name the Democratic Government–in–Exile of Rabwhar, refusing to relinquish their claim to be the legitimate world government. [4] By 1105 the Democratic Government in Exile of Rabwhar (DGER), based in the Shirene (Spinward Marches 2125) system, still claimed to be the legitimate rulers of Rabwhar, though the organization had largely degenerated into a band of so-called "privateers" and raiders against Rabwhar-related targets.
The proximity of several of the former Sword Worlds was the cause for occasional attacks by commerce raiders during the Fifth Frontier War, allowing the still-ruling Rabwhar Military Governor, "The General" of the Rabhwar Planetary Army, to strengthen his grip on the government and world resources during the conflict. Rabwhar was also briefly held by Sword Worlds forces in 1108, during which time The General and the ruling junta collaborated with the invaders while claiming to be a captive government and holding onto planetary authority. The military junta reasserted its full local governmental control after several Imperial combat actions took place in the system that resulted in the return of the system to Imperial control. The demands on the Rabwhar agricultural sector to feed both Sword Worlder and Imperial Forces during the period likewise left their toll on the Rabwhar economy, initiating a reduction in the Rabwhar standard of living from which it still has yet to recover even though the war has ended. As a result of both the former collaboration government and the economic situation, The General is still less than popular with the average citizen, though he has not been deposed as he is in control of the entire military establishment. DGER in turn continues to gain new followers as a result of these factors. [3]
Since the end of the Fifth Frontier War many who sign up for service with the Imperial Forces find reintegration with society difficult upon their return home due to their larger perspective on the cultures of Charted Space as compared to the parochial perspective of their bucolic homeworld and its current government's mores. Those who do stay rather than leaving shortly after returning home often find favor with the ruling junta, which values superior technology-by-importation. On the other hand, some who return as former war veterans have been joining with DGER against the junta. [3]
The niece of the former monarch still lives in exile but has experienced an increase in the number of followers opposing the military regime both on and off Rabwhar. She is working to rebuild DGER’s reputation as a respectable revolutionary force and her own status as a legitimate ruler rather than as a leader associated in people's minds with the former DGER rabble. Unfortunately, local elements of DGER are leaning toward terroristic attacks, rather than revolution, as they see no likelihood of future change without action. [3]
