Cipango is a pre-agricultural, moderate population rich garden world with over a hundred million, but not yet a billion sophonts.
- Garden worlds are known for their near-ideal utopian environments conducive to most sophonts, plants, animals, and other forms of life.
- It is a pre-agricultural world with an environment suitable for large scale agricultural and livestock industries that have not yet been widely developed.
- This is a rich world with a prosperous and thriving world economy.
- Its economy and population are rapidly growing and living conditions are expected to quickly rise barring outside forces.
- It is a Non-Aligned world dominated by human sophonts located in the Cronor Subsector of Spinward Marches Sector.
- This is a temperate world, with a climate of pleasant, average temperatures, considered to be an ideal or near-ideal environment by many different sophont species.
- This is a "high technology" world with technology achievements at, near, or above the standard for Charted Space.
- This world has a Zhodani Base, which has similarities to an Imperial Naval Base.
- In the Zhodani Consulate this world is known as Sachebr.
- This world is part of the Cipango Cluster.

Cipango has a solitary primary star.
- It is a yellow main sequence named Cipango-Taiyoo.
System Data[edit]
The worlds of the system have been surveyed. They consist of:
- The mainworld.
- x6 secondary rocky worlds. The inner three are a large inner system planetoid named Himawari, tropical Kusai, and tiny Doitsu, lying beyond Cipango's orbit. Three additional unnamed frozen worlds orbit in the far outer system.
- x2 planetoid belts, named the Zero-Belt, orbiting close to the star, and the Yon-Belt, lying between Cipango and Doitsu.
- x1 gas giant, named Fukuzawa. It orbits beyond Doitsu, in the outer system.
- It retains a family of three moons.
The Cipango system is not very impressive, but it still has three garden worlds: Kusai, Cipango itself, and Tsuki-Shivva, Cipango's moon.
Kusai orbits within the inner part of the habitable zone. Its climate is a little too hot for human comfort, the atmosphere has a foul smell, and there is dangerous local wildlife, so it has not attracted a large population. It orbits within the star's Jump Shadow, so it is rarely visited by interstellar traders.
Cipango itself has a large moon, Tsuki-Shivva, which has been colonized. It is considered a fairly nice place that has a cooler climate than Cipango itself. Most of the new colonists from the Consulate have settled here.

Mainworld Size (S)[edit]
Cipango is a Meso World between 12,000km and 13,500km in diameter. The world has a standard gravity between 0.8G and 1.1G. The horizon will appear about 5.1km away. Vessels with 1G of thrust should check with local starport authorities before attempting to land using emergency power.
Mainworld Atmosphere (A)[edit]
Cipango has a pressure of 1.50 to 2.49 atmospheres. A Dense Atmosphere requires no survival gear although it may be hard on sophonts not accustomed to it.
- It experiences generally moderate temperatures.
Mainworld Hydrosphere (H)[edit]
Cipango has 55-65% of its surface covered by liquid water. It has significant large liquid bodies. Wilderness refueling is possible.
Satellites[edit]
Cipango retains a narrow, almost invisible ring system known as the Yubiwa Ring and a single habitable moon named Tsuki-Shivva.

History & Background (Dossier)[edit]
Cipango is the main trade and communication route to the Riverland Cluster and serves as the gate to the Riverland Wall, an important Zhodani defensive line. Given this location, Cipango enjoys a thriving commercial economy, supported by extensive agricultural and industrial holdings.
Prior to the Second Frontier War Cipango was part of the Imperium and served as the Imperial subsector capital. The war began with an attack on Cipango before quickly expanding to engulf three subsectors. As a result of the war Cipango became a Zhodani world.
Cipango is a rich world in a strategically and economically important position. The system is heavily protected by the Zhodani Navy, which has a base here. Cipango is ruled by a governor appointed by the Chronor High Council. Most of the population is Solomani, but more and more Zhodani are moving in. The Zhodani name for the planet is Sachebr but it is rarely used.
World Starport (Sp)[edit]
Cipango has a Class A Starport, an excellent quality installation which includes all the expected amenities including refined fuel for starships, brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing annual maintenance, overhauls and other kinds of repair, and construction of both starships and non-starships. Most ports of this classification have both a Highport and a Downport.
- This world is host to a Zhodani Base.

Cipango has a population of 100,000,000 sophonts (hundreds of millions).

- Riftian Galanglic, a dialect of one of the two principal languages of the Imperium.

Cipango possesses a Technology Level of TL–12 or TL-C in Hexadecimal Notation.

World Government (G)[edit]
Cipango has a Captive Government or Colony. The world is ruled by an external government, there is no self-rule. This is a colony or conquered area. The local government is an oligarchy appointed by, and answerable only to, the external government.
Governance of this world is from Chronor.
The Zhodani Consulate maintains itself through a variety of taxes on goods and services. Each council – planetary or higher – has the authority to levy a tax on gross income to support services like hospitals, emergency and transport services, or the Tavrchedl'.
World Military[edit]
The Cipango system is easily defended since it only has one gas giant and one population center.
If an enemy (considered likely to be the Imperium) attacks Fukuzawa, the gas giant, it will suffer heavy losses to the warships and System Defence Boats stationed there. The gas giant's twin outer moons, F-11 prim and F-11 bis, both orbiting at 11 radii but with 60 degrees separation between them, have extensive sensor stations that can easily detect an incoming fleet.
If the enemy tries to attack the mainworld it will also meet a strong fleet, and it will not even know from what planetary body – Cipango or Tsuki-Shivva – the supporting meson fire is originating. There are also ships and sensors in the Yubiwa-Ring. Reserves can be hidden in the Yon-Belt and inside the 100 diameters jump-limit from the sun.
World Law Level (L)[edit]
Cipango has a moderate level with laws covering many areas of government and interaction. These laws are simple enough that most people can act as their own advocate, though for serious issues a professional is recommended. Law enforcement officials will be present, but not in great numbers. Personal concealable firearms, and anything more destructive, are typically regulated or prohibited.
Three broad categories of crime are recognized by the Zhodani Consulate: inadvertent, incited, and insane. The concept of premeditated crime for personal gain fits under the insane heading.
- Inadvertent crime is an unintentional violation or infraction of the law, resulting from inattention. For minor cases the usual punishment is a small fine.
- Incited crime is an infraction of a law brought about by another, often resulting from an overreaction to inadvertent crime or misfortune. The solution is re-education.
- Insane crime is a general heading for most major crimes against property or individuals.

Historical Data[edit]
Cipango was first settled in 356 by a mix of pioneers, traders and farmers from the Imperium with the help of Baron Fukuzawa, who was also a very wealthy industrialist. In 423 Cipango and four other worlds in the subsector became members of the Imperium, and Cipango was made the subsector capital. In the Second Frontier War (615 to 620) Cipango was liberated by (lost to) the Zhodani Consulate.
