  • A fluid world has an oceanic geography consisting of heavily contaminated water or a substance such as ammonia, methane, hydrocarbons, or other exotic liquid.
  • It requires extensive imports of outside technology to maintain a modern, star-faring society. Having to import most manufactured and high tech goods drives the price up for these items at this world.
  • It is a member of the Winston Democracy in the Winston Subsector of Hadji Sector.

Mainworld Data[edit]

Noe is tidally locked to its close binary stars.

  • The stars are always high in the sky on the bright face, they hang on horizon in the twilight zone, while the cold dark face is in permanent darkness.
  • The world experiences libration - a regular wobble - as it orbits, causing the stars to move in the sky.

Mainworld Size (S)[edit]

Noe is a Big World between 15,200km and 16,800km in diameter. The world has a standard gravity between 1.1G and 1.5G. The horizon will appear about 5.7km away. Vessels with only 1G of thrust should avoid landing on this world.

Mainworld Atmosphere (A)[edit]

Noe has a Corrosive Atmosphere and possesses a concentrated gas mix or unusual temperature which requires the use of a Hostile Environment Suit or Vacc Suit. TL–9 or more advanced survival gear is required to settle this world.

Mainworld Hydrosphere (H)[edit]

Noe has 65-75% of its surface covered by a fluid other than water. Wilderness refueling is not possible. Water for the inhabitants needs to be imported and extensively recycled. These worlds may be Hell Worlds.

  • This surface fluid may be ammonia, methane, hydrocarbons, or other exotic liquids depending on the local temperature and environment.

Noe is a member of the Martinique Cluster, a small cluster and trade route lying within the spinward-coreward quadrant of Hadji Sector.

Hadji Sector suffered widespread economic and financial collapse at the end of the 11th Century and the Martinique Cluster, already a backward area on the periphery of the region, was particularly hard hit. As the situation within the Cluster deteriorated the Winston Democracy stepped in, offering immediate but conditional material assistance to the area – the aid came at the requirement that those worlds receiving it become members of the Winston Democracy and accept Democracy authority. The Cluster's spinward worlds were the first to accede to these demands: the further trailing worlds saw the improvements on their interstellar neighbors and also chose to join.

Noe is a failing settlement. The inhabitants live in a huge sealed underground city, relying on decaying airlocks to hold out the world's corrosive atmosphere and dependent on ageing equipment to provide them with breathable air, potable water, supplies of food, and energy. The city's equipment is reaching the end of its life and everything is in short supply, requiring draconian measures to allot dwindling resources fairly and deal with the ongoing crises. The Winston Democracy is attempting to intervene and is in the process of providing supplies and repairing and replacing vital systems, but for many of the inhabitants their assistance may not arrive in time.

World Starport (St)[edit]

Noe has a Class E Starport, a frontier quality installation with few expected amenities. There is unrefined fuel for starships and a limited variety of ship provisions. There is no shipyard of any kind, but there may be parts and technical support for doing minor services and repair. Ports of this classification generally consist of a downport.

World Population (P)[edit]

Noe has a population of 8,000,000 sophonts (millions).

  • This is a Nonindustrial World, too small to support the complete chain of production of most goods from start to finish.
  • The population almost entirely consists of humans of Solomani descent.

Urbanization[edit]

A huge sealed underground city known as Bastion. It encloses thousands of square kilometers of space and is home to millions of residents, but its systems are gradually failing and none of the residents have to skills or technical ability to do anything but the most basic repairs. Conditions within Bastion are deeply unpleasant.

World Government (G)[edit]

Noe is governed by an Impersonal Bureaucracy. The leadership of the government takes another form (democracy, dictatorship, oligarchy), but the bureaucracy dictates government policy and its execution. Government leadership is reduced to little more than figureheads and does not select the bureaucracy leadership or its members.

World Law (L)[edit]

Noe has an extreme law level which covers every area of interaction. Laws are complex, detailed, and difficult to understand. Every interaction with the government requires an Advocate. Law enforcement is omnipresent and strict. Legal proceeding can take months to years to resolve and may involve dozens of people. A world with this law level may be an Amber Zone or a Red Zone. All objects specifically manufactured as weapons are typically regulated or prohibited (with no exception for private residences; visiting starships are only protected so long as they stay within designated starports and approach corridors). Civilian movement is rigidly controlled. On worlds with this degree of law, it is difficult to distinguish the police from the military. On others, there is no difference.
