History & Background (Dossier)[edit]
Hadji Sector suffered widespread economic and financial collapse at the end of the 11th Century and the Martinique Cluster, already a backward region, was particularly hard hit. As the situation within the Cluster deteriorated, the Winston Democracy moved in with a conditional offer of material assistance -- aid came at the requirement that those worlds receiving it become members of the Winston Democracy and accept that state's authority. The Cluster's spinward worlds were the first to accede to these demands: the further trailing worlds saw the improvements on their interstellar neighbors and subsequently chose to join too.
