History & Background (Dossier)[edit]

The Panos Settlement of 873 placed limits on Ducal eligibility in the Empty Quarter, subject to revision only by Prince Panos, his heirs, or the Emperor himself. The most important of the guidelines was tying the ethnicity of a ruling noble to their world, 'unless special circumstances dictate otherwise'. The Duchy of Yogesh alternates between Bwap and Vilani/Mixed Vilani noble houses.
