The Panos Settlement of 873 placed limits on Ducal eligibility in the Empty Quarter, subject to revision only by Prince Panos, his heirs, or the Emperor himself. The most important of the guidelines was tying the ethnicity of a ruling noble to their world, 'unless special circumstances dictate otherwise'. The most important permanent restrictions involved candidacy for the subsector ducal thrones. Only Solomani Arab nobles may rule the Duchy of Hebrin.
