Vacstee is a moderate population world with over a hundred million, but not yet a billion sophonts in population size.
- It is a member of the Third Empire of Gashikan in the Noung Subsector of Gzaekfueg Sector.
- It is dominated by a minor human race known as the Yileans and is located in the Vargr Extents.
- This is a "low technology" world with technology competencies well below standard for Charted Space.
- This is a "Puzzle" world designated as an Amber Zone. Caution is advised since the world has an environment, laws, customs, life forms, or other conditions that are not well understood and might be a danger to a visitor.
- This world has an exploration base, which is similar to an Imperial Scout base, capable of handling explorer personnel and exploratory starships.

Mainworld Size (S)[edit]
Vacstee is a Meso World between 10,400km and 12,000km in diameter. The world has a standard gravity between 0.7G and 0.9G. The horizon will appear about 4.7km away.
Mainworld Atmosphere (A)[edit]
Vacstee has an Exotic Atmosphere and possesses an unusual gas mix which requires the use of oxygen tanks. Additionally, protective suits, while not necessary, are recommended. TL–8 or more advanced survival gear is required to settle this world.
Mainworld Hydrosphere (H)[edit]
Vacstee has 55-65% of its surface covered by liquid water. It has significant large liquid bodies. Wilderness refueling is possible.

History & Background (Dossier)[edit]
Vacstee is a Puzzle World and is designated as an Amber Zone. It presents particular risks and dangers due to the environment or native life forms, laws or customs, or other conditions that are not well understood.

The Redemption Church of Vacstee is little more than an abusive, religious, low-tech society that holds the belief that the Vargr Major Race was uplifted (according to the Solomani Hypothesis), by the Ancients. The Vargr, according to belief, were sent to test Humaniti, the Ancients sending forth the "demonic space-wolves" to hone the preparedness of the Gashikan Humans of Yilean, Vilani and Solomani descent.
As a border world of the Third Empire of Gashikan, Vacstee has religious policies to slaughter unrepentant Vargr, but redeem (read: abuse) and catechize (read: enslaved indoctrination) those Vargr willing to accept the collars of the Gashikans as their true masters. Only through this degrading ‘redemption’ and subservient marginalization will Vargr be allowed to settle on Vacstee. Vargr are often demoralized by forcing them to accept demeaning, Anglic names far different from their Vargr birthnames. Religious Humaniti from Vacstee proselytize this demonizing belief system and spur other Gashikan worlds to quell the Vargr or destroy them. This conversion of captured or self-admitted Vargr to the Redemption Church thoroughly erodes personal Vargr Charisma to a rock bottom of self-loathing and a desire to slowly rise again in the eyes of their Human masters, an almost impossible prospect due to the hatred felt by Gashikans for the Vargr. Suedzuk Vargr are most harshly treated if allowed to live at all, since the memory of the Sack of Gashikan is a chapter of history the Church wishes to impose on its citizens and Vargr flock. Fresh initiates are called catechumen until a Charisma of 1 is readily evident and ingrained. Only then, will the Humaniti on Vacstee begin to judge the Vargr as forgivable. Such converts are barely considered civilians and none but Agent conscripts are permitted to travel from Vacstee again.
The Red Giant stellar primary of Vacstee paints a red glare over the pelts of captured Vargr and the Human perceptions of the lupine race. Locals can mistake an Urzaeng for a Suedzuk in outdoor settings so stereotyped are the Vargr here.
Because of the very high Law Level of H on Vacstee, very few neighboring worlds have taken up the tenets of the Redemption Church. Remaining secular, such nearby worlds choose to deport, imprison or execute the hated Vargr, most especially if these are found to be the red-pelted Suedzuk. The religious government on Vacstee fuels the flames of anger in the Urzaeng who catch wind of the Redemption Church. Converted Vargr are termed “toothless bastards” and put out of their misery in short order by the Urzaeng of the Ruler of Five when encountered on non-aligned worlds they are assigned to spy upon. Legalized oppression of the Vargr, newcomer, catechumen or fully-converted, is assumed and abuses are commonplace on Vacstee. On this low-tech world, many Humans will physically or verbally abuse their Vargr house slaves if they are observed by visitors, just to tow the Church line.
All this abuse serves to smokescreen the truth of Vacstee local Humaniti. At Tech Level 4, on a world with less gravity than Terran norm, the Gashikans here are weaker than their Vargr slaves and use painful implements to keep the demonized lupines in check, crushing the Vargr ego and Charisma to cover their own physical weaknesses. Packs are banned, and families of Vargr are enslaved at birth and put through the same indoctrination from cub-hood. Kept dependent on their weakened Human masters, converted Vargr are prohibited Vargr clothes, behaviors and anything ‘demonic’ as seen in the ‘space-wolves’ to spinward. It is common to see a Vargr wearing Gashikan fashions with no hint of the race’s original tastes evident. Vargr converts and those born on Vacstee have few Career options, mainly as Citizen and very rarely as race-traitor Agents used against the Ruler of Five confederation and non-aligned border worlds.
World Starport[edit]
Vacstee has a Class D Starport, a poor quality installation which has few of the expected amenities. There is unrefined fuel for starships and a limited variety of ship provisions. There is no shipyard of any kind, but there may be parts and technical support for doing minor services and repair. Ports of this classification generally consist of only a downport, unless this is a trade port or system with an hostile environment mainworld.

World Government[edit]
Vacstee is governed by a Religious Dictatorship. The leadership of the government is another form (democracy, dictatorship, oligarchy). There is a powerful independent organization, the state religion, which has influence or direct control of the government. Like the bureaucratic governments this may simply be a strong influence with a secular government, be direct influence by virtue of controlling who may be in the leadership, or be a direct theocracy where the church leadership and bureaucracy is the government.
As a member of the Gashikan Empire, this world has a Velja. A planet's Velja has veto power over all decisions made by the planetary government relating to space travel, defense, or interactions with other worlds.
World Law (L)[edit]
Vacstee has an extreme law level which covers every area of interaction. Laws are complex, detailed, and difficult to understand. Every interaction with the government requires an Advocate. Law enforcement is omnipresent and strict. Legal proceeding can take months to years to resolve and may involve dozens of people. Most worlds with this law level may be an Amber Zone or Red Zone. All objects specifically manufactured as weapons are typically regulated or prohibited (with no exception for private residences; visiting starships are only protected so long as they stay within designated starports and approach corridors). All aspects of life rigidly controlled with disproportionate punishments for even minor legal infractions. There is no difference between the police and the military. This world is a full-fledged police state. Oppression is legalized and routine.
