After a severe error in Manipulation at the high-population world of Woods (Phlask 1012), the Hivers interdicted low-tech Human societies on Lestrigge, Coseecer, and Lucienne, ostensibly to prevent the social changes from "spreading" along the subsector's major main and into the Hive Federation.

Flaphla, subsector F of Phlask, contains 37 worlds with an estimated combined population of 29 billion, a per capita income of Cr2,617, and a total economy of BCr78,387. These worlds originate an interstellar trade of BCr245 through 34 starports (9 Class A, 10 Class B, 9 Class C, 6 Class D) employing 47,385 people. Driving this interstellar trade are five Agricultural (Ag) worlds, two Non-Agricultural (Na) worlds, one Pre-Agricultural (Pa) world, two Pre-Industrial (Pi) worlds, four Rich (Ri) worlds, and two Industrial (In) worlds.
