Commerce raiding, merchant escort duty, and diplomatic "showing the flag" to frighten enemies and reassure allies are all nuanced missions which escape the current naval command structure's notice. This admiralty is most focused on protecting planets that they currently control and acquiring more planets as soon as the opportunity present itself and overwhelming numbers can be amassed.
Designed to be simple and effective, their approach is generally unsubtle. They mass forces where and when needed to ensure victory and don't attack until they are sure their have a clear advantage. They leave little to chance.
Now that the sub-light colonizers are no longer needed, their jump capable expansion can take place at an accelerated rate.
The Islaiat Dominate navy is composed of Scout/Couriers to locate enemy forces and the Battleships, which are used to destroy those invading ships. These ships move in once alerted by either their own scouts or a hand off from local security forces of the Isaiat Dominate.
Each planet with shipyard capabilities builds as many of these ships as possible within the limits of materials and time and moves on from there.
