Government & Politics[edit]
Each world is represented by Stewards, the number of which is based on the local population. Stewards are generally individuals who have expertise in particular subjects or experience in certain areas; one is selected as the Warden, the world's chief representative. One Warden is in turn selected as the Prince, acting as the official figurehead and mouthpiece of the state. The office of Steward is nominally open to anyone, but most worlds choose their representatives from among a limited pool of candidates. The Stewards, Wardens, and current Prince meet at the Chambers of Commerce on Haladon and decide on important issues affecting the Cooperative.
- The Cooperative is generally considered to be a type of Federation.
- It has strict laws governing trade and commerce.
The Courts of Trade, the judicial branch of the Cooperative, are considered fair and impartial.
Goals[edit]
- Regional stability (with a generally pro-Imperial stance).
- Good relations with all nearby interstellar states, in order to foster trade.
- Guarantee of interstellar trade and commerce.
- Protection from expansionist or aggressive neighbors.
Military & Intelligence[edit]
The Haladon Cooperative military consists of the Haladon High Command. This controls the state's space forces – consisting of privately operated Starmerc vessels – and controls locally raised ground forces that cycle between homeworld duty and service on behalf of the Cooperative.
The Cooperative maintains two Exploration Bases, closely modeled on Imperial Scout Bases, located at Lindsay and Thorn. Their primary role is to update trade and commercial data and chart any known navigational hazards.
The Cooperative's systems are patrolled by Starmerc ships, which suppress piracy and guarantee interstellar trade.
- Starmerc vessels are strictly regulated and operate under the close oversight of the High Command.
- Cooperative-sponsored Starmercs may operate far beyond the polity's borders.
History & Background (Dossier)[edit]
Founded by Solomani-descended merchants, it is pro-Third Imperium, but not to the point that it alienates its neighbours in the Zhodani Colonnade Province and Zelphic Primacy. The Cooperative remains a minor player in any political controversies.
The Cooperative develops its star systems to ensure uniformity; all Haladon mainworlds sport Class A Starports, even if not all of them truly warrant the investment.
Haladon trades with most of its neighbors, including the nearby Bosaki.
