Foelen is a nonindustrial world, that requires extensive imports of outside technology to maintain a modern, star-faring society.
- In a technological universe, societies without industrial capability generally suffer as nearly all manufactured and high tech goods must be brought in at significant cost.

- It is a member of the Zhodani Consulate in the Province of Iadr Nsobl, in the Jewell Subsector of Spinward Marches Sector.

- This dangerous world is designated an Amber Zone with an environment, laws, customs, life forms, or other conditions make it dangerous to visitors.

Despite a very thin atmosphere and chilly climates, Foelen has a well developed ecosystem.
Mainworld Size (S)[edit]
Foelen is a Meso World between 8,800km and 10,400km in diameter. The world has a standard gravity between 0.6G and 0.8G. The horizon will appear about 4.4km away.
Mainworld Atmosphere (A)[edit]
Foelen has a pressure of 0.10 to 0.42 atmospheres. The very thin pressures require a respirator or Oxygen Mask. TL–5 or more advanced survival gear is required to settle this world.

Foelen has 75-85% of its surface covered by liquid water with a few large continents and extensive islands. Wilderness refueling is possible.

History & Background (Dossier)[edit]
Foelen is 80% covered in oceans, with little land that is particularly habitable; low-lying areas are swampy and often frost or ice covered, whilst most inland regions are cold, steep, and rocky. There are some regions suitable for major land-dwelling habitation but most of the population dwell in the coastal areas or within the seas themselves.
World Starport (Sp)[edit]
Foelen has a Class B Starport, a good quality installation which includes all the expected amenities including refined fuel for starships, brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing annual maintenance, overhauls and most kinds of repair, and construction of non-starships. Most ports of this classification have both a Highport and a Downport.
World Population (P)[edit]
Foelen has a population of 9,000,000 sophonts (millions).
- This is a Nonindustrial World, too small to support the complete chain of production of most goods from start to finish.
- Around 40% of the population (approximately 3.6 million individuals) are a native non-humanoid minor race called the Chokari.
- About 20% of the population (approximately 2 million individuals) are uplifted Terran Dolphins. These are apparently Dolphins uplifted by the Ancients, independently of the much later Solomani uplift program.
- The remainder are mostly humans of Zhodani extraction.

The following languages are most commonly heard:
- Dolphin and Chokari languages.
- Zdetl, the language of the Zhodani and the Zhodani Consulate.
Urbanization[edit]
The Zhodani capital of Foelen is Bizentia. It is in many ways typical of Zhodani cities but has few facilities for travellers, as Foelen is dedicated more to scientific research than to trade. Bizentia is one of the few Zhodani settlements where Chokari also live and work. The Chokari here are the Selona tribe, who have decided to embrace the benefits of the alien occupation. The starport is situated a short distance from Bizentia.
Kalesh is the largest Chokari city. The buildings are made from a white marble-like substance and are constructed to sleek designs.

Foelen has a Captive Government or Colony. The world is ruled by an external government, there is no self-rule. A colony or conquered area. The local government is an oligarchy appointed by, and answerable only to, the external government.
This world is governed by the authorities on Clan.
World Law (L)[edit]
Foelen has a moderate level with laws covering many areas of government and interaction. These laws are simple enough that most people can act as their own advocate, though for serious issues a professional is recommended. Law enforcement officials will be present, but not in great numbers. Personal concealable firearms, and anything more destructive, are typically regulated or prohibited.

- 189: the Zhodani first encounter the Chokari on Foelen, but dismiss them as a primitive species.
- 300-420: the Imperial First Survey charts the system.
- 589-604: First Frontier War.
- 604-622: the Civil War.
- 615-620: Second Frontier War.
- 624: the Express Boat Network is established.
- 852: Zhodani scientists discover that the Chokari are fully intelligent, and more importantly, have strong psionic abilities.
- 853: the Zhodani occupy Foelen to study the Chokari further.
- 979-986: Third Frontier War.
- 995-1065: the Imperial Second Survey charts the system.
- 1065: the Second Survey is published. Information about the system becomes widely available.
- 1082-1084: Fourth Frontier War, also known as the False War.
- 1107-1110: Fifth Frontier War.
Milieu 1120[edit]
Foelen has long been a contact world between the Vargr and the Zhodani. The major raids of 1119 came as a shock to the Zhodani and cost the lives of over 500,000 of their kind. Since then the world has gained the protection of a Consulate cruiser squadron; this gives the system its Amber Zone rating.
