• Redal, a large, very cold, primarily nitrogen atmosphere ice-covered world orbiting within the deep outer system.

• Luceros and Silak, two large gas giants, each with a family of moons, that orbit in the far outer system.
• The Lennard Belt, a broad icy planetoid belt that marks the outer edge of the system.

Vhodan is a Meso World between 10,400km and 12,000km in diameter. The world has a standard gravity between 0.7G and 0.9G. The horizon will appear about 4.7km away.

Mainworld Atmosphere (A)

Vhodan has a pressure of 0.43 to 0.70 atmospheres. The Thin Atmosphere does not require survival gear although it may be hard on sophonts not accustomed to it.

Mainworld Hydrosphere (H)

Vhodan has 75-85% of its surface covered by liquid water with a few large continents and extensive islands. Wilderness refueling is possible.

History & Background (Dossier)

The Matriarchy of Nemesis, a Human religious-political movement, was founded on Vhodan during the Long Night. Modern offshoots remain in Beyond Sector.

World Starport (St)

Vhodan has a Class A Starport, an excellent quality installation which includes all the expected amenities including refined fuel for starships, brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing annual maintenance, overhauls and other kinds of repair, and construction of both starships and non-starships. Most ports of this classification have both a Highport and a Downport.

World Population (P)

Vhodan has a population of 10,000,000,000 sophonts (tens of billions).

• High Population Worlds like this tend to have huge consumer markets.

Urbanization

• Vilani cities are planned under the assumption that most transport traffic will be communal rather than private. Typically, only high-ranking manager or executive-class citizens will own their own ground cars or air/rafts.
• Vilani buildings are almost always square or rectangular, which means that when combined with a city's radial layout, there are innumerable triangular bits of land left over. This is deliberate; the leftover space is used for parks and other public facilities.
• One of the few outstanding features of Vilani architecture is its emphasis on ease of communication. Vilani buildings are specially designed with group interaction in mind. Meeting rooms form an integral part of every building.

World Technology Level (T)

Vhodan possesses a Technology Level of TL–13 or TL-D in Hexadecimal Notation.

Vhodan is governed by a Civil Service Bureaucracy. The leadership of the government takes another form (democracy, dictatorship, oligarchy), but the bureaucracy leadership influences policy. The government leadership may select the bureaucracy leadership, but not its membership. Usually the governmental leadership is divided, or incapable of setting policy, and the bureaucracy provides a stabilizing influence. This ruling bureaucracy may be the full government bureaucractic apparatus or a section with limited jurisdiction but considerable influence, like the military.

World Law (L)

Vhodan has an extreme law level which covers every area of interaction. Laws are complex, detailed, and difficult to understand. Every interaction with the government requires an Advocate. Law enforcement is omnipresent and strict. Legal proceeding can take months to years to resolve and may involve dozens of people. A few worlds with this law level may be a Red Zone and others will be an Amber Zone. All objects specifically manufactured as weapons are typically regulated or prohibited (with no exception for private residences; visiting starships are only protected so long as they stay within designated starports and approach corridors).

• The civil police are the Mashkim.

Imperial High & Landed Nobility

Vhodan, as a member world of the Third Imperium, holds the estate of an Imperial Landed Knight who acts as an Imperial representative to the world, and the fiefdoms of two members of the Imperial Landed Nobility, who oversee affairs regarding the world at an Interstellar and Imperial level.

• It holds the estate of an Imperial knight, the Imperial representative to the world.
• It holds the fiefdom of an Imperial count.
• It holds the fiefdom of an Imperial subsector duke, who also conducts affairs regarding the entire subsector at the Interstellar and Imperial level.
