This world is designated an Amber Zone with an environment, laws, customs, life forms, or other conditions that make it dangerous to visitors.  The governance of this world is from Rhylanor (Spinward Marches 2716). This is a cold world with an overall climate at the lower temperature range of human-congruous sophont endurance.  This is a low technology world with technology competency below the standard for Charted Space. It is a member of Third Imperium in the Rhylanor Subsector of Spinward Marches Sector and in the Domain of Deneb. Kegena, as a member world of the Third Imperium, holds the estates of an Imperial knight (the Imperial representative to the world) and a baronet. Both are members of the Imperial Landed Nobility who oversee affairs regarding the world at an Interstellar and Imperial level. This world has sometimes been known as Kegina (world).

The world has been issued an Amber Zone travel advisory due to local tensions after having suffered a major social upheaval and local governmental collapse in the recent past. A temporary administration is now in place courtesy of the Imperial Colonial Office and Rhylanor's colonial affairs ministry, backed up by local Imperialized military organization, but the situation remains tense. The situation on Kegena is currently volatile and caution is advised.

It would appear that Kegena's owning world Rhylanor also shares this original colonial background at least in some small part with Kegena as well, as thy both share a few remaining legacy linguistic traditions.

Tensions endure after a major social upheaval and governmental collapse in the recent past. A temporary administration is now in place courtesy of the Imperial Colonial Office and Rhylanor's colonial affairs ministry, backed up by local Imperialized military organization, but the situation remains tense.

Officials from the world government of Bevey (Spinward Marches 3216) have contacted the colonial affairs ministry of the government of Rhylanor in consultation with the Imperial Colonial Office and are in the first tentative steps of negotiating the possibility of setting up a Beveian colonial project of their own in the more remote outback regions of the Kegena wilderness island chains. The Beveians have even floated the possibility of taking on responsibility for the restoration of the civil order on Kegena and rebuilding a functional governing system for the whole world that encompasses both the native Colonials as well as the proposed New Colony. In return, Rhylanor would receive a share in any profits generated by the new colonial venture. The native Colonial Kegenan populace have since become aware of these talks and the proposed New Colony with the potential consent of the Rhylanor government and are in fierce opposition to the possibility of their world becoming overrun by outlanders.

Prior to 1105, Kegena had suffered a major social upheaval and governmental collapse. A temporary administration was put in place courtesy of Rhylanor (the owning world) and the Colonial Office and backed up by the Army, but the volatile situation has worsened since. In the ensuing decade the world Bevey has made an offer to Rhylanor via the Colonial Office to the effect that they will take over the governmental situation on Kegena in return for a lease recognizing territorial and colonial rights on a region of the world in order to set up a "Colony" of Bevey. Further, Rhylanor as the owning world, having leased the governmental and development rights of the region to Bevey, will in turn have a share of the benefits of the proceeds. The Beveian Colonial efforts have been fiercely opposed by the local inhabitants, who have since put aside their former grievances with one another and have now taken up opposition against the new foreign settlers on their world and the outworlder government forces that back them. Hostilities remain fierce, and caution is advised to Travellers outside the confines of Starport on this world.
