The TL–11 Scapa class heavy frigates had been a misbegotten design from the beginning; underpowered, with a clumsy weapons layout, the fleet was ready to see them go as soon as possible. Development of the Forfars was difficult and protracted - largely tied into delays in getting the highly advanced power plant and sensor fits ready for prime time - but when they entered service, they were considered a great success.
