Rasu is a poor, industrial, high-population desert hellworld, with a billion or more sophonts struggling to survive in an inhospitable environment.
- Hellworlds often offer daily, and sometimes hourly, life-threatening situations to their inhabitants.
- This world has no free-standing water.
- As an industrial world, this planet has well-developed manufacturing and processing industries. Manufactured goods are a major export item. This world is designated an Amber Zone. Caution is advised since the world has an environment, laws, customs, life forms, or other conditions that are not well understood and might be a danger to a visitor. It is a member of Third Imperium in the Nulinad Subsector of Empty Quarter Sector and in the Domain of Antares. Rasu, as a member world of the Third Imperium, holds the estate of an Imperial knight (the Imperial representative to the world) and the fiefdom of a count. Both are members of the Imperial Landed Nobility who oversee affairs regarding the world at an Interstellar and Imperial level. Less than 10% of the world's population is the Minor Race Bwap.

Mainworld Size (S)[edit]
Rasu is a Meso World between 7,200km and 8,800km in diameter. The world has a standard gravity between 0.4G and 0.57G. The horizon will appear about 4km away.
Mainworld Atmosphere (A)[edit]
Rasu has a pressure of 0.43 to 0.70 atmospheres. While the thin atmosphere does not require survival gear this atmosphere also contains an unusual taint such as disease, a hazardous gas mix, pollutants, or sulfur compounds which requires the use of a Filter Mask. Some taints may require more protective equipment. TL–3 or more advanced survival gear is required to settle this world.
Mainworld Hydrosphere (H)[edit]
Rasu has no free-standing water or ice on the surface. Wilderness refueling isn't possible on this world. Water for the inhabitants needs to be imported and extensively recycled. These worlds are classified Desert World or a Hell World depending on their atmosphere.

History and Background[edit]
Rasu was settled en mass fairly recently, in 828. The method of settlement involved one million Mixed Vilani colonists from Juba (Antares 0118) popping into orbit, promptly being thawed out of their low berths, then being deposited on the world with their equipment, all in one day: a fine example of just how organized and structured the world is. The goal of the True Work utopian movement, to which the population belong, is very Vilani: a changeless world of cultural and relational perfection. Their means to gaining this goal is a very strict moral code that is shocking to mainstream Vilani minds. (The lack of ancestor veneration is rather disturbing as well; the failure to worship any god, not so much.)
Imperial Landed Nobility[edit]
Rasu, as a member world of the Third Imperium, holds the estate of an Imperial Landed Knight who acts as an Imperial representative to the world, and the fiefdom of a member of the Imperial Landed Nobility, who oversees affairs regarding the world at an Interstellar and Imperial level.

World Starport[edit]
Rasu has a Class C Starport, an average quality installation which features amenities including unrefined fuel for starships, some brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing maintenance and other kinds of repair. Ports of this classification generally have only a downport, unless this is a trade port or system with an hostile environment mainworld.

Rasu has a population of 2,000,000,000 sophonts (billions).

World Demographics[edit]
The population mostly consists of Humans, of largely Vilani descent. A minority population of Bwap are integrated into Rasu's society, representing slightly less than 10% of the populace.

The most commonly heard languages are:
- Anglic, one of the two official languages of the Imperium.
- Vilani, one of the two official languages of the Imperium.
- Wawa-pakekeke-wawa, the language of the Bwaps.
World Government (G)[edit]
Rasu is governed by a Charismatic Oligarchy, like a charismatic dictatorship in that a larger group has asserted their right to rule. The group will likely have better rules of succession than a single dictator and may last longer, or may transition to a non-charismatic dictatorship.
This planet has the highest law code in the sector, making its charismatic dictatorship a worldwide totalitarian state. With the government's Assembled Orders, the Vilani love of rules and bureaucracy has burst its bounds, even as the Inspired Directors lead the fanatical population to an ever more rigid lifestyle. Payment of bounties for anyone turned in for violating the expansive and convoluted Assembled Orders makes snitching on others a highly profitable -- and widely respected -- pastime. While the Inspired Directors generally lead the population, there is a substantial democratic element as well; the population enthusiastically supports the Assembled Orders, every jot and tittle... and no one wants to be outed by their watchful neighbors.
World Law[edit]
Rasu demonstrates what can be accomplished by the extremes of human fanaticism and ideology. Conceived as a Utopia colony, Rasu is indeed free of crime, depravity and immorality, a state that is maintained by due diligence of the local population. The Rasu Grand Assembly, the governing body of Rasu, pays a bounty to those that turn in their neighbors or even outsiders for violations of the Assembled Orders, and the native population is raised with the belief that the preservation of Rasu’s way of life is of paramount importance. The fact that the Assembled Order is a body of laws and regulations riddled with minutiae, that the local law enforcement are highly responsive to such reports, and that many violations are punishable by heavy fines, imprisonment, death or exile earns this small world an Amber Zone rating according to the Travellers' Aid Society. Despite the beauty of the world, TAS does not recommend outsiders leaving Rasu's quite extensive starport facilities.

World Culture[edit]
Rasu’s current population descends from a Vilani utopian movement originating on Juba. Arriving in 828, the one million members of the True Work movement arrived in orbit, and settled into pre-fabricated housing within a single day. The population grew quickly, as did the laws, and they had the mean-spirited pleasure of seeing the great world of Juba decline in importance with their absence.
There is a great dread of 'crime, depravity and immorality' on Rasu; surprisingly, these Crime-Sins are defined along Solomani lines (i.e. sexual perversions, prostitution, drug use, and lies, as well as theft and murder) as much as on Vilani lines (i.e. challenging traditions, innovative activity, use of psionics, refusal to conform). ‘Impiety’ is also punished, with ‘impiety’ defined as “insufficient respect to the Assembled Orders and the Grand Assembly which unveils (not creates) the laws of our word.”
All Crime-Sins are taken seriously by the State (and the family, and the workplace, and the media, and the schools...) Punishment is severe. Surveillance and suppression of crime are comprehensive enough that the total amount of violent assaults, murders, and rapes amount to exactly 52 instances... in a ten year period, 983-993, on a world of over 70 million inhabitants.
Massive, meticulously organized group projects are a specialty of the world: not just to build up the world, but also as a form of True Work worship. Large group rallies occur twice a month, to encourage All to think as One. Privacy is denied and communal living is encouraged, whenever possible. Deviancy of any sort is crushed.
The Grand Assembly, the ruling body of the planet, has been accused by Travellers of using psionics to peer into the minds of visitors, searching for Evil Thoughts. The planetary government strongly denied the charge: Imperial Ministry of Justice personnel were expected to arrive in the first half of 993 to investigate the claims. Outside of the Droyne and a few minor nonhuman races, psionic activity was simply not tolerated within the Third Imperium, as of 993 Imperial.
We want a world where a young woman, clothed only in 1000-credit notes, can travel alone in the roughest neighborhoods on the planet without fear in the middle of the night.
This is what we demand.
And this is what we will get.
