Khebha has both an unbreathable thin atmosphere and a lack of surface water, making habitation by sophonts difficult. The system supports a population of fewer than 10,000 sophonts. It is a member of Julian Protectorate in the Tsahrroek Subsector of Empty Quarter Sector and in the Rukadukaz Republic. Khebha does not have the presence of Imperial Landed Nobility. 80% of the world's population is the Major Race Vargr.

History & Background / Dossier[edit]

One of the Notable Worlds, Khebha is notable for being a largely Ovaghoun Vargr world, with few Vilani residents. As such, she is held up by leading Ovaghoun pundits as the model of what the Ovaghoun should become, speaking with a voice that's a good deal louder than her low population would suggest. (The trade networks that link her with the rest of the Republic help here as well.) The world's original settlements -- Vargr and Vilani alike -- were vaporized by the Imperium during the Julian War, something that the current inhabitants have not forgotten.

World Starport[edit]

Khebha has a Class A Starport, an excellent quality installation which includes all the expected amenities including refined fuel for starships, brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing annual maintenance, overhauls and other kinds of repair, and construction of both starships and non-starships. Most ports of this classification have both a Highport and a Downport.

  • Vargr starports reflect the variety of Vargr architecture, with many disparate styles of building, each having their own unique ornamentation and gaudy colour scheme, and all competing for the attention of the onlooker. Emblems for the major shipping lines and port facilities abound.

World Population (P)[edit]

Khebha has a population of 7,000 sophonts (thousands).

  • This is a Low Population World and the population would be too low to sustain itself without a little outside assistance. This may represent the home base of a sizable but mostly transient population such as the base of a major starship expedition, the last generation of a dying colony, the first generation of a new colony, or a large outpost that will probably evolve into a colony if not stopped.

World Demographics[edit]

World Languages[edit]

Urbanization[edit]

Vargr cities are lively and chaotic, full of garish colours and loud noises. Streets are packed and buildings press together. Vehicle traffic is fast and chaotic; the accident rate is low only because of superior Vargr reflexes. Zoning codes are rare, and districts jumble together.

World Technology Level[edit]

Khebha possesses a Technology Level of TL–14 or TL-E in Hexadecimal Notation.

  • Common Communication technologies for this TL include: Early meson communicators.
  • Common Power Generation technologies for this TL include: Miniature super-batteries, early collectors, and advanced fusion plants.
  • Common Transportation technologies for this TL include:

World Government[edit]

Khebha is governed by a Feudal Technocracy. Society divides itself based on the technical requirements of the society. Each of these functions are granted as a fief to an individual or group. Leadership of these fiefs determines the head of the government.

World Economy[edit]

In addition to the trade nexus here -- letting visitors peek at all sorts of goods from all sorts of places -- there is a local market of very wealthy and connected Vargr packs, interested in very rare, very expensive, and very desirable goods and artifacts from across Charted Space. It still isn't nearly as powerful and influential as the super-elite luxury industry on Ikon (Empty Quarter 1602) -- but, if you know the rules of the road, it has some surprising charms...

Historical Data[edit]

In the first century of the Republic, this world served as the capital of the starnation, an honor it’s definitely interested in regaining. Even today, an unusually large percentage of the Rukadur – the masters of the Republic – hail from this world, thanks to the powerful Ovaghoun packs who have sunk their fangs into this world. As the observer might predict, they tend to be hostile to both Imperial and Ikonic interests, and strong supporters of the current structure of the Rukadukaz Republic.

World Timeline[edit]

Major events that have affected this world and the wider region that it lies within include the following:

  • -1711: Near the end of the Vargr Pillaging, the proto-Ovaghoun conquer the world of Ikon.
    • Over time, the local Vilani culturally overrun their Vargr overlords, reshaping the Ovaghoun Vargr into a distinct, almost hybridised culture.
  • -55: The Mmoannikh Accords between representatives of Logaksu Vargr and Ovaghoun Vargr societies ends a series of conflicts between the two cultures.
    • The Accords are rejected by the central Ikonaz government, leading to a shattering of the unity of the Ovaghoun.
  • 175-191: The Julian War, which sees numerous attacks on Ikon, all of which fail in breaking the homeworld of the Ovaghoun.
  • Circa 723: The Association of Good Wolves, the current government of Ikon, encourages the emigration of the working (i.e. Irilitok Vargr) classes to other, nearby worlds -- going so far as to subsidise 70% of the cost involved.
  • Circa 937-940: The Fellowship of Nobles, the current Ikonaz government, collapses.
  • 942: The Julian Protectorate and the Hegemony of Lorean formally sign the Treaty of Var-Inaka (restricting naval basing) and the Julian Concord, incorporating the Hegemony into the Protectorate.
    • The Rukadukaz insist upon a 'buffer zone' of neutral systems between their territory and the Loreans.
