The Hhkar Sphere is a polity that is located in Amdukan Sector.

Description (Specifications)[edit]

The Hhkar Sphere is the only member confederation of the Julian Protectorate in which neither Human nor Vargr are the majority races of the area. Instead, the saurioid Hhkar dominate these planets.

Linguistics[edit]

The major language is Hhraki, also known to Humans as Hhkarn.

History & Background (Dossier)[edit]

The Hhkar initial intrusion into the sector was hostile, and while the Hhkar have been integrated into the Protectorate, there is still a good deal of wariness about them and their intentions, and a well-staffed and well-armed Star Legion base is maintained at Kargar (Amdukan 1812) as both a warning and an insurance policy.

Government & Politics (Leadership)[edit]

The Hhkar Sphere's governmental structure is arguably similar to that of the Aslan, a series of greater and lesser clans. But while the Aslan Tlaukhu isn't a true governing body, the Hhkar Patriarchy is. It retains control of the Hhkar Navy and ground forces, and has authority over all Hhkar. It reserves the right to conduct diplomacy outside the Sphere, although diplomats are members of minor ssaaahk, the equivalent of vassal clans.

Foreign Relations[edit]

The Hhkar generally do not associate with other races for purposes other than business; the most accurate Tetusu-Dene evaluation would assign a 0 to the Hhkar Sphere, although it is felt that based on past interactions, it would be better to assign a rating between 2 and 3.

Vargr populations do remain on a number of Hhkar Sphere worlds, for example Rrycuh, Hbrasra and Gaaarbk.

It is a standing policy of the Hhkar Sphere that the Droyne community on Ahbrazz is forbidden contact with non-Hhkar.

  • No reason for this restriction has been given. It is hinted, though, that the Hhkar and the Droyne had contact many thousands of years ago, and that these two enigmatic races may have some insight into each other's secretive past.

Protectorate Member[edit]

The Hhkar haven't formally acknowledged any limits on the sovereignty of the Hhkar Sphere, but in a series of carefully worded treaties the Sphere has delegated most extra-Protectorate relations to the Julians. This also allows Hhkar to serve aboard Star Legion vessels, often acting as gunners and maintainers of Hhkar-manufactured equipment. The Hhkar conduct diplomacy within the Protectorate through the use of envoys chosen from minor ssaaahk, although these often owe fealty directly to the ruling Nhroossrt. Relations with the Menderes Corporation are more binding than those with other Protectorate states. Menderes in fact owns a quarter of industrial capacity on Skkyhrk itself, and more in some parts of the Sphere, although the vast majority of its employees and local managers are Hhkar.

Technology & Trade (Economy)[edit]

Hhkar civilisation is mainly at TL-13, but gravitic technology is no greater than TL-11 and medical technology is no greater than TL-10 (since Hhkar medicine relies more on magnetic and induced psychological effects on their physiology). Railgun and mass driver technology, and anything involving magnetics, is at TL-15.

Hhkar products are incredibly durable, probably because their equipment has very few moving parts; most movement is provided by magnetics, which is the basis of much Hhkar technology. However, Humans and Vargr often find these products undesirable, since they tend to be very heavy and look unusual. Menderes Corporation has contracted with the Hhkar to make products more compatible with their Human and Vargr customers in the wider Julian Protectorate. Hhkar gauss weapons are in particularly high demand.

Some of the best meat products available in the Julian Protectorate come from Hhkar worlds. Hhkar often own large plantations for growing their smoking plants; they also grow tobacco and related plants for trade with Humans and Vargr.
