Kargar is a poor, nonindustrial hellworld with a population struggling to survive in an inhospitable environment.

History & Background (Dossier)[edit]
In 377, Commodore David Lindquist of the Julian Protectorate Star Legion clashed with expansionist Hhkar at Kargar. He was able to almost defeat the invaders; the Hhkar were so impressed by his tenacity and cleverness that when he was captured, he was given an honorable execution (very rare for aliens), and the Hhkar withdrew from the system in spite of having been victorious. This was the first step toward a more cooperative relationship between Hhkar and their Human and Vargr neighbours.
While the Hhkar have since been integrated into the Protectorate, there is still a good deal of wariness about them and their intentions, and a well-staffed and well-armed Star Legion base is maintained at Kargar as a warning and an insurance policy.
World Starport (St)[edit]
Kargar has a Class B Starport, a good quality installation which includes all the expected amenities including refined fuel for starships, brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing annual maintenance, overhauls and most kinds of repair, and construction of non-starships. Most ports of this classification have both a Highport and a Downport.

World Government (G)[edit]
Kargar is governed by a Representative Democracy where government leadership is by representatives elected by eligible voters. What determines an eligible voter varies. The representatives determine policy, including selecting members of the bureaucracy. There can be referenda, votes by eligible voters on specific subjects.
World Law (L)[edit]
Kargar has a low law level. There are few laws, covering only important areas. There may be few or no law enforcement officers, the expectation is citizens will bring law breakers to the attention of the Judicial system. Legal proceedings will be fast, with few people involved. For interactions outside of the framework of the laws, cultural norms dominate. Portable energy weapons, body pistols, explosives, and poison gas are typically regulated or prohibited.
