Description (Specifications)[edit]
The subsector is named for a local pocket empire, the Council of Heads.
Subsector Summary: 1105[edit]
Heads, subsector G of Hanstone, contains 21 worlds with an estimated combined population of 130.9 million. These worlds originate an interstellar trade of BCr0 through 12 starports (2 Class A, 3 Class B, 4 Class C, 3 Class D). Driving this interstellar trade are five Agricultural (Ag) worlds, no Non-Agricultural (Na) worlds, no Pre-Agricultural (Pa) worlds, no Pre-Industrial (Pi) worlds, two Rich (Ri) worlds, and no Industrial (In) worlds. The governments in Heads maintain three Naval bases. The highest technology level is 13 at Bassett (Hanstone 2314).
Heads has an estimated population of 130.9 million, distributed across no High population (Hi) worlds, no Moderate population (Ph) worlds, 15 Non-industrial (Ni) worlds, 2 Low population (Lo) worlds, and one Barren (Ba) world. The highest population world is Schepehyrd (Hanstone 2214). The population consists primarily of 3 sophont groups.

Council of Heads[edit]
The Council of Heads has jurisdiction over three worlds with an estimated combined population of 40 million, a per capita income of Cr2,725, and a total economy of BCr109. These worlds originate an interstellar trade of BCr0 through 3 starports (2 Class A, 1 Class B, 0 Class C, 0 Class D) employing 40 people. Driving this interstellar trade are one Agricultural (Ag) world, no Non-Agricultural (Na) worlds, no Pre-Agricultural (Pa) worlds, no Pre-Industrial (Pi) worlds, one Rich (Ri) world, and no Industrial (In) worlds. The governments in the Council of Heads maintain two Naval bases.

History & Background (Dossier)[edit]
The Riaz Shipping Line runs a service from Estuary to Affinity Forward through Ulfrun and Eyrgiafa, and has freighters and freightliners travelling regularly between Estuary and the Solomani Confederation. Most new arrivals in the Estuary Cluster come by this route. Another, smaller shipping line operates here -- Consolidated Independents. It is based out of Estuary and serves a route out to Gialp and back using small vessels like subsidised merchants.
Affinity Forward was once intended to anchor a major survey and development project. Development got as far as the construction of a naval support facility before the project collapsed due to the Solomani Rim War. Today, Affinity Forward is the only large-scale source of TL-9 components in the region not controlled by Unified Metals.
Polity Listing: 1105[edit]
The following polities can be found within this subsector:
- Independent Powers (Pocket Empires)
- Non-Aligned Powers (World-States)
- Estuary Cluster worlds: There is no over-arching government, but most settlements subscribe to a common culture and agree on general principles of law.
