The Anubian Trade Confederation is an oligarchic dictatorship run by wealthy and powerful families that control the economy and government of the Confederation. ATC society is heavily stratified and class oriented. Social mobility is limited. C. Judicial Branch: 1116[edit]

There are two court systems in use.

  • The first is one for business owners, free persons, and the rich and powerful. This system operates as a deliberative body and assesses penalties, mostly in the form of economic redress. Prison or other punishment is unusual.
  • The second is for the working class / serfs. This system is abrupt, arbitrary, and usually issues corporal or capital punishment as sentences. It was adopted in part from Ral Ranta justice systems.
  • An alternative dispute settlement system for business owners, and the rich exists in the practice of dueling adopted from the Ral Ranta. This is a legal option for persons in the upper classes of society. The working class / commoners cannot use it.

D. Bureaucracy: 1116[edit]

There are two bureaucratic systems within the ATC:

  • The first deals with the economy, upper class, and business owners. It operates to collect taxes, regulate trade, and provides the legal system.
  • The second consists of a large police force, secret police, and administrative oversight for the mass of the population classed as workers. On most ATC worlds, this class has limited or no freedoms. The bureaucracy overseeing them provides state owned shelter, clothing, food, and other necessities. The police force controls worker movement, and secret police work to prevent revolts and riots.
    • This bureaucracy also operates "company" stores, housing, medical facilities, and other commercial venues that support workers who are not allowed to own real property.
    • This bureaucracy controls all worker movement.
    • The police forces, and secret police in particular, are often psionic.

E. Military: 1116[edit]

The military of this polity is answerable to the head of state of the Coalition.

  • Military service is not universal. Officers are chosen from the upper class and business owners. Commissions can be purchased. Loyalty to the Coalition and correct social standing are put ahead of competence. Many officers are psionic.
  • The enlisted ranks are drawn from the working class and commoners. Military service is highly selective and considered a way to move up in social standing. Generally, only the best candidates are taken.
    • Enlisted service periods are typically 20 to 30 year terms. On retirement / discharge, enlisted veterans are given land on one of several low population systems within the Coalition and become free citizens.

A. Ground Forces: 1116[edit]

The field marshal has several divisions at their disposal to deal with matters on planetary surfaces and near space. The 2nd ATC Division is a representative unit.

B. Naval Forces: 1116[edit]

The ATC regulates trade between members and maintains a small force of Close Escorts that patrol common trade routes, but is otherwise incapable of unified political or military action. The fleet deploys from five Naval Bases within their territory. Ships are built at the most advanced class A shipyards available.

  • Vessels from ATC member-worlds are often seen within the Coreward Indies.
  • Anubian merchant vessels rarely travel alone in areas outside the Confederation. Convoys of several with an escort are common in those areas.
  • Has an estimated 45 Convoyer Close Escorts 1000 t. escort ships in service. These are found in a squadron of 2 to 6 with ATC merchant ship convoys.
  • Maintains approximately 100 Oorlog Jächt Class Frigates of 2500 t. in squadrons of 3 to 5 in each system within the ATC.
  • Has 36 or more Hukkert Class Monitors which are buffered asteroid monitors of 50,000 t. deployed in one or more per system within the ATC. These are converted from mined asteroids and the production rate is low. Many of these ships are in service and still being fully outfitted.

D. Paramilitary Forces: 1116[edit]

Most worlds and systems within the ATC have very large police forces on them. These forces are typically equipped to deal with internal security and are capable of putting down mass uprisings of the population.

  • The ATC Starport Authority (ATCSA) maintains extremely tight control over world and system starports. It is a paramilitary organization and runs ATC starports with what might be described as an iron fist.
    • Invasive searches of both arriving and departing ships is not uncommon.
    • In some systems non-ATC ships may be refused docking at either a planet-side starport, or high port, or both and required to use ATCSA small craft for loading and unloading. Fuelling and servicing is often done by tankers operated by the ATCSA.
    • In many systems, the ATCSA only establishes an orbital high port. All traffic to and from the surface of a world being small craft and boats operated by the ATCSA or tightly regulated and controlled ATC operators. This has resulted in many systems getting rated as a starport D, even when the high port has services available. This was deliberately done by the ATCSA to prevent smuggling, particularly human smuggling as workers frequently try to escape from ATC dominated worlds.
    • The ATCSA is generally authoritarian, particularly with non-ATC vessels or ones that belong to a corporation.

E. Intelligence Agencies: 1116[edit]

No formal agency or system of intelligence collection exists. The ATC, instead, purchases such information from the Ral Ranta or obtains it from business dealings outside Coalition borders.

  • The Secret Police maintain a huge internal network of informants and a massive bureaucracy designed to root out insurrection and rebellion. Much of the intelligence efforts of the ATC are focused on these areas.
    • This force also has many psionics in its employ to prevent rebellions and worker uprisings. They actively look for thought crimes among the working class.

Technology & Trade (Economy)[edit]

After purchasing jump technology from the Imperium, the ATC has built itself up to a TL–12 culture.

  • In using their psionic abilities, ATC traders seem for a long time to have had an unfair edge over much of their competition. Conducting mercantile ventures when you know your client's limits and desires makes success almost certain.
    • Psionic individuals within the ATC, and outside it, are sought by the ATC to enhance this advantage.
  • Trade partnerships and families in the ATC generally view business as the Ral Ranta do: Buyer beware. Taking advantage of a customer or other trader is seen as a normal part of doing business.
  • Anubians and the ATC view corporations poorly. Their belief is that one takes a direct part in ownership of a company either as a proprietor or as a partner. Corporations are not allowed to operate as such within the ATC but can trade with them.
  • An Anubian businessman would put it, "Only the poor and menial work for a living." This view means that being an owner or active partner in a business brings with it status and social respect. To be a mere employee is to have much lower social standing.
