Utgaard is a high-population, non-agricultural and industrial vacuum world, with a billion or more sophonts in population size, warranting hazardous environment precautions.
- As an industrial world, this planet has well-developed manufacturing and processing industries. Manufactured goods are a major export item.
- It is unable to produce quality foodstuffs and must import them.
- It is a member of the Anubian Trade Coalition in the Tlianke Subsector of the Hinterworlds Sector.
- This is a "Puzzle" world designated as an Amber Zone. Caution is advised since the world has an environment, laws, customs, life forms, or other conditions that are not well understood and might be a danger to a visitor.
Astrography & Planetology[edit]
This system is part of the Tlianke Hook.
- It lies along the trade route known as the Alike Run.
Stellar Data[edit]
History and Background[edit]
World Starport[edit]
Utgaard has a Class D Starport, a poor quality installation which has few of the expected amenities. There is unrefined fuel for starships and a limited variety of ship provisions. There is no shipyard of any kind, but there may be parts and technical support for doing minor services and repair. Ports of this classification generally consist of only a downport, unless this is a trade port or system with an hostile environment mainworld.
- The ATC Starport Authority (ATCSA) maintains extremely tight control. It is a paramilitary organization and runs ATC starports with what might be described as an iron fist.
- Invasive searches of both arriving and departing ships are not uncommon.
World Population (P)[edit]
Utgaard has a population of 3,000,000,000 sophonts (billions).
- High Population Worlds like this tend to have huge consumer markets.
World Technology Level[edit]
Utgaard possesses a Technology Level of TL–10 or TL-A in Hexadecimal Notation.
- Common Communication technologies for this TL include: Holovision, Personal Global Communications, and advanced Translators.
- Common Power Generation technologies for this TL include: Increasingly advanced fusion plants and advanced fuel cells.
- Common Transportation technologies for this TL include:
- Land & Water: Grav belts and maturing gravcraft.
- Air: Greatly improved hybrid grav-aircraft.
- Space: Improved interplanetary spacecraft (System Craft).
- FTL: Jump Drive-1.
World Government[edit]
Utgaard is governed by a Non-charismatic Dictatorship. This is a continuation of the charismatic dictatorship, where the original leadership has died or retired and been replaced by allies or protégés. The justifications for the original change in government remain as well as the assertion of rights to rule.
World Law (L)[edit]
Utgaard has an extreme law level which covers every area of interaction. Laws are complex, detailed, and difficult to understand. Every interaction with the government requires an Advocate. Law enforcement is omnipresent and strict. Legal proceeding can take months to years to resolve and may involve dozens of people. A few worlds with this law level may be a Red Zone and others will be an Amber Zone. All objects specifically manufactured as weapons are typically regulated or prohibited (with no exception for private residences; visiting starships are only protected so long as they stay within designated starports and approach corridors). Civilian movement is rigidly controlled. Travel documents are frequently checked, and destinations must often be declared when traveling substantial distances across the world.
- There are two court systems in use.
- The first is for business owners, free persons, and the rich and powerful. This system operates as a deliberative body and assesses penalties, mostly in the form of economic redress.
- The second is for the working class. This system is abrupt, arbitrary, and usually issues corporal or capital punishment as sentences. It was adopted in part from Ral Ranta justice systems.
- An alternative dispute settlement system for business owners and the rich exists in the practice of duelling adopted from the Ral Ranta. This is a legal option for persons in the upper classes of society. The working class cannot use it.
Economy[edit]
The internal currency of the Anubian Trade Coalition is the Florin. It trades at about 5 to 1 with the Imperial credit.
Anubians and the ATC view corporations poorly. Their belief is that one takes a direct part in ownership of a company either as a proprietor or as a partner.
World Culture[edit]
Anubian society is heavily stratified and class oriented. Social mobility is limited. Most aspects of life in the Coalition are either an experience of privilege for the top classes of society, or heavy-handed repression and toil for the lower working classes.
