History & Background (Dossier)[edit]
Accounts vary as to exactly when this world was settled. It is thought that the original inhabitants were Rule of Man-era Solomani, who were conquered by later arrivals. Whether these were followers of Stoner whose ship went off course or some other empire-building group intent on leaving the expanding Third Imperium far behind is a matter for conjecture.
World Starport (Sp)[edit]
Orlaine has a Class D Starport, a poor quality installation which has few of the expected amenities. There is unrefined fuel for starships and a limited variety of ship provisions. There is no shipyard of any kind, but there may be parts and technical support for doing minor services and repair. Ports of this classification generally consist of only a downport, unless this is a trade port or system with an hostile environment mainworld.

Orlaine is governed by Self-Perpetuating Oligarchy. A single family or small group provides the leadership and important positions within the government. These positions are inherited by members of the group or by their relatives. The organization may be a monarchy, with titles passed to family members, or a plutocracy where inheritance of the family fortune includes government position. Alternatively, the organization may be a more typical government apparatus, only with positions of power inherited.
- The area around the starport is restricted to "favored" commoners in the service of the great lords. These citizens have good, safe lives. Offworlders do not normally see conditions away from the port, and thus take away an image of enlightened feudalism.
- Elsewhere on the planet, lords are sometimes in conflict, exploiting the peasantry to fund these campaigns.

The Grand Duchy of Stoner has a single armed force, the Ducal Household, which encompasses ground troops, security personnel, naval forces, emergency services, and royal couriers.
World Law Level (L)[edit]
This world has a high law level with laws covering many areas of interactions of people, corporations, and the government. A few worlds with this law level may be Amber Zones. Any interaction with the judicial system requires an Advocate trained in the local legal system. Law enforcement is present almost everywhere, either as people or via technology. Legal proceedings can take weeks to months to resolve and involve a dozen or more people. All blade weapons and firearms, and anything more destructive, are typically regulated or prohibited.
- Law is enforced harshly by mounted men-at-arms equipped with swords and small arms imported from offworld.
