Fair Deal is a non-agricultural, preindustrial, icy vacuum world, warranting hazardous environment precautions.
- Its surface is ice-capped with little or no atmosphere and nearly all of its water frozen.
- It is unable to produce quality foodstuffs and must import them.
- It is a member of the Talpaku Communality in the String of Pearls Subsector of Yiklerzdanzh Sector.
- This a "forbidden" world designated as a Red Zone with an environment, laws, customs, life forms, or other conditions that make it extremely dangerous to visitors. Everyone is forbidden to travel here.
- Vacuum worlds have no climate, but experience extreme differences in temperature between direct starlight and shade.

Fair Deal is a binary star system.
- The primary is a turbulent yellow subgiant.
- The secondary is a white dwarf stellar remnant

Mainworld Data[edit]
The mainworld orbits within the outer system.
- It receives very low levels of stellar energy.
- The world orbits beyond the stars Jump Shadow.
Mainworld Size (S)[edit]
Fair Deal is a Meso World between 5,600km and 7,200km in diameter. The world has low gravity between 0.32G and 0.46G. The horizon will appear about 3.6km away.
Mainworld Atmosphere (A)[edit]
Fair Deal has a pressure of less than 0.001 atmospheres which requires the use of a Vacc Suit. TL–8 or more advanced survival gear is required to settle this world.
Mainworld Hydrosphere (H)[edit]
Fair Deal has 05-15% of its surface covered by ice, either in vast sheets or contained deep within craters or fractures on the surface. Wilderness refueling is possible. Water for the inhabitants can be got by mining and melting ice.
- The surface of the world is composed of a crust of ice many kilometers thick.
- Much of the surface is cratered and covered in thick layers of regolith and dust of meteoric origin, leaving only around 10% of the icy outer shell exposed.
- Below the outer icy shell there is a world-ocean of liquid water.
Satellites[edit]
Fair Deal retains two tiny planetoid moons.
- They orbit once every few hours.

History & Background (Dossier)[edit]
Fair Deal is a Forbidden World and is designated as a Red Zone. It presents serious risks and dangers due to the environment or native life forms, laws or customs, or other conditions that make it extremely dangerous to visitors.
- Travel to this world is prohibited under advisement of the Zhodani Consulate Data Services.
Fair Deal was originally settled by four Talpaku groups, under a charter (hence the world's name). Relations soured and vicious wars resulted. The Talpaku Communality tried to step in and broke a peace, but no-one was prepared to compromise. Communality forces decided to withdraw when faced with violence, and interdict the world until things settle.
The giant primary star causes interference, strange tones and noises, and heavy static on commo and sensors.
World Starport (St)[edit]
Fair Deal has a Class B Starport, a good quality installation which includes all the expected amenities including refined fuel for starships, brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing annual maintenance, overhauls and most kinds of repair, and construction of non-starships. Most ports of this classification have both a Highport and a Downport.
World Population (P)[edit]
Fair Deal has a population of 80,000,000 sophonts (tens of millions).
- The population almost entirely consists of Talpaku.
- A few humans and other sophonts may be encountered.
Linguistic Topography[edit]
Talpaku, a language comprised of whistles and clicks, is commonly used on the world.
- Talpaku cannot vocalize human sound, and even the most skilled humans can only poorly imitate spoken Talpaku.
- Language Translators are widely used for inter-species communication.
World Technology Level (T)[edit]
Fair Deal possesses a Technology Level of TL–7.
- Common Communication technologies for this TL include: Early video and early satellite communication networks.
- Common Power Generation technologies for this TL include: Early fuel cells, solar energy, and geothermal power sources.
- Common Transportation technologies for this TL include:
- Land: Improved automobiles, hovercraft, and bullet trains.
- Water: Hydrofoils and early triphibians.
- Air: Hang gliders and supersonic jets.
- Space: Deep space probes and interplanetary spacecraft (System Craft).
World Government (G)[edit]
Fair Deal has a Balkanized Government. There is no central world government. The world has several governments competing for control of the world. These may be allies, cooperating, competitors, or at war with each other.
World Law (L)[edit]
Fair Deal has a low law level. There are few laws, covering only important areas. There may be few or no law enforcement officers, the expectation is citizens will bring law breakers to the attention of the Judicial system. Legal proceedings will be fast, with few people involved. For interactions outside of the framework of the laws, cultural norms dominate. Body pistols, explosives, and poison gas are typically regulated or prohibited.
World Economy[edit]
Each world in the Talpaku Communality has its own currency, the values of which fluctuate against each other according to economic circumstances.
There is a "reference" unit of currency called the kuyo, which is used by the Communality government, by multistellar companies, and for transactions between individuals and companies on different worlds.
World Culture[edit]
The world lies within the Zhodani Shadow, a region strongly influenced by the society and culture of the Zhodani Consulate.

- 300-420: the First Survey charts the system.
- 995-1065: the Second Survey charts the system.
- 1065: the Second Survey is published.
