• Use of the term is inspired by the heavy pressure felt by non-Zhodani nations from the size and sophistication of the Consulate.
• The term is also used to describe the Consulate's none-too-subtle military and intelligence-gathering activities within neighboring sectors.

Worlds within this somewhat nebulous region tend to be heavily influenced by Zhodani culture. Most use Zdetl as a primary language.

The Consulate use this influence to their advantage, pulling the strings of minor powers.
