The Ziru Sirkaa is a polity that is located in Vilani Space across four sectors. It is one of several successor states to the Third Imperium that formed in the wake of Dulinor's assassination attempt of Emperor Strephon.

Co-currently, great waves of Vargr corsairs surged rimward from the Vargr Extents and invaded the coreward border of the Third Imperium, most notably Corridor and Lishun sectors. Afraid that the withdrawal of the sector fleet would leave them vulnerable to attack, Archduke Ishuggi and the High Council of Vland refused Lucan's request.
