Bortesi is a moderate population fluid world with over a hundred million, but not yet a billion sophonts.
- A fluid world has an oceanic geography consisting of heavily contaminated water or a substance such as ammonia, methane, hydrocarbons, or other exotic liquid.
- It is a Non-Aligned world dominated by human sophonts located in the Ventura (Theta Borealis) Subsector of Theta Borealis Sector.
- This world is a "Twilight Zone World", a planet that is tidally-locked to its star. It has a hot side that permanently faces the star, a cold side that permanently faces away, and a narrow twilight zone in-between.
- This is a "Puzzle" world designated as an Amber Zone. Caution is advised since the world has an environment, laws, customs, life forms, or other conditions that are not well understood and might be a danger to a visitor.
- This world-system has a Naval Base, usually associated with military starships, which may be located on or off-world.
- It is part of the Verstand-Jugartha Colonies region.

Bortesi is a Twilight Zone World.
- In the narrow region between permanent night and permanent day, the primary star eternally hangs on the horizon.
The mainworld orbits within the star's Habitable Zone.
- It lies within the zone's colder outer H- region.
- It receives relatively low levels of stellar energy.
Mainworld Size (S)[edit]
Bortesi is a Big World between 15,200km and 16,800km in diameter. The world has a standard gravity between 1.1G and 1.5G. The horizon will appear about 5.7km away. Vessels with only 1G of thrust should avoid landing on this world.
Mainworld Atmosphere (A)[edit]
Bortesi has an Exotic Atmosphere and possesses an unusual gas mix which requires the use of oxygen tanks. Additionally, protective suits, while not necessary, are recommended. TL–8 or more advanced survival gear is required to settle this world.
Mainworld Hydrosphere (H)[edit]
Bortesi has 35-45% of its surface covered by liquid water or ice heavily tainted with other substances, which makes it dangerous, corrosive, or toxic. Wilderness refueling will be difficult. Water for the inhabitants needs to be imported and extensively recycled. These worlds may be Hell Worlds.
- The water on the surface is unsuitable for use or consumption without extensive filtering and purification.
- Refining for fuel may cause issues with shipboard purification plants.

History & Background (Dossier)[edit]
Bortesi began as a mining colony and has continually expanded, despite the hostile environment. Its harsh local laws and summary justice qualify it as an Amber Zone.
- The resources of the system are being heavily exploited.
Many businesses, organizations, and private interests are active within the system.
- Commercial traffic is very frequent: ships constantly arrive and depart.
- Commo is buzzing with signals and private chatter. Communications are in Riftian Anglic.
- Multiple commercial navigation beacons are active.
- Many vessels are operating among the other worlds and moons that make up the system.
Note that social data, though only 40 years old, may be out of date.
- Verified updated data is constantly sought.
World Starport (St)[edit]
Bortesi has a Class A Starport, an excellent quality installation which includes all the expected amenities including refined fuel for starships, brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing annual maintenance, overhauls and other kinds of repair, and construction of both starships and non-starships. Most ports of this classification have both a Highport and a Downport.

Bortesi has a population of 200,000,000 sophonts (hundreds of millions).

Multiple large urban centers are surrounded by smaller satellite communities.
- Inhabited areas are dotted across the world.

- Structures and facilities are sealed against local environmental conditions.

World Government (G)[edit]
Bortesi is governed by an Impersonal Bureaucracy. The leadership of the government takes another form (democracy, dictatorship, oligarchy), but the bureaucracy dictates government policy and its execution. Government leadership is reduced to little more than figureheads and does not select the bureaucracy leadership or its members.

World Law (L)[edit]
Bortesi has an extreme law level which covers every area of interaction. Laws are complex, detailed, and difficult to understand. Every interaction with the government requires an Advocate. Law enforcement is omnipresent and strict. Legal proceeding can take months to years to resolve and may involve dozens of people. A world with this law level may be an Amber Zone or a Red Zone. All objects specifically manufactured as weapons are typically regulated or prohibited (with no exception for private residences; visiting starships are only protected so long as they stay within designated starports and approach corridors). Civilian movement is rigidly controlled. Travel documents are frequently checked. There is no legal concept of privacy (save for those who can claim necessity for official government business). The police are free to inspect anyone and anything at any time.
