Rughl is a high-population ring of many small worldlets (planetoids AKA an "asteroid belt"), not capable of retaining an atmosphere or water, and are both non-agricultural and industrial in nature with a billion or more sophonts in population size.
- These worldlets warrant hazardous environment precautions.
- Life in a vacuum requires great discipline. After all, it only takes one forgotten seal on a vacuum suit to spell death. Those who survive tend to be very methodically-minded and attentive to small detail.
- As a group of industrial worldlets, well-developed manufacturing and processing sectors are major business here. Manufactured goods are a major export item.
- The worldlets are, for the most part, unable to produce quality foodstuffs and must import them.
- It is a member of the Third Imperium in the Steppe Subsector of Ilelish Sector in the Domain of Ilelish.
- This is a "high technology" world with technology achievements at, near, or above the standard for Charted Space.
- The world serves as the subsector capital with the significant extra trade and prestige associated with that role.

Rughl is an Asterioid Belt or Planetoid Belt consisting of a few very large objects with diameters of hundreds of kilometers, thousands of bodies of a few kilometers in diameter, and millions of smaller objects. Asteroid Belt is used when the belt is the mainworld of a system. Planetoid Belt refers to any non-mainworld belt within a system.

World Starport (St)[edit]
Rughl has a Class B Starport, a good quality installation which includes all the expected amenities including refined fuel for starships, brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing annual maintenance, overhauls and most kinds of repair, and construction of non-starships. Most ports of this classification have both a Highport and a Downport.

World Law (L)[edit]
Rughl has a high law level with laws covering many areas of interactions of people, corporations, and the government. A few worlds with this law level may be Amber Zones. Any interaction with the judicial system requires an Advocate trained in the local legal system. Law enforcement is present almost everywhere, either as people or via technology. Legal proceedings can take weeks to months to resolve and involve a dozen or more people. All objects specifically manufactured as weapons are typically regulated or prohibited (outside private residences or visiting starships).
Imperial Landed Nobility[edit]
Rughl, as a member world of the Third Imperium, holds the estate of an Imperial Landed Knight who acts as an Imperial representative to the world, and the fiefdoms of two members of the Imperial Landed Nobility, who oversee affairs regarding the world at an Interstellar and Imperial level.
