Plamen 3 is a member of the Kostov Cluster a small cluster and important trade route lying within the spinward-coreward quadrant of Neworld Sector.
Solomani Security keeps a close eye on things to ensure the security of the Solomani State and the well-being of its loyal citizens. Almost anyone could be a SolSec informant, passing on all sorts of useful information: some gain a reward or benefit for their actions, others are coerced, while many see it as an act of duty to help protect the the State and its interests.

Plamen 3 has a Class B Starport, a good quality installation which includes all the expected amenities including refined fuel for starships, brokerage services for passengers and cargo, and a variety of ship provisions. The population of Plamen 3 is difficult to characterize. The populations as a whole venerate individual freedom and have ensconced it in the planetary constitution with the tag of "to the extent feasible". The meaning and impact of "The Tag" is continually being discussed and determined by the citizenry, the government, and the Judiciary.
Bottom line, an individual has been explicitly granted a long list of Rights, and the limits of those Rights has been explicitly defined and narrowly justified. With increasing technological advances, more of the limits have been removed at the expense of increased oversight and largely automated surveillance.
The population tends to be armored and often armed. Criminal violence tends to end before the arrival of police forces. Certain areas are explicitly "Privacy Zones", without surveillance from the government; private individuals can and sometimes do provide for their own surveillance in these zones.
Social lives tend to be energetic and a bit nihilistic. The ancient term "YOLO" and the anarchic star are widely accepted cultural touchstones. Each citizen interprets life on their own terms, and opinions vary widely.
