This is one of the six "homeworlds" of the Murians; one of a string of High Population worlds with A-class starports that are the backbone of their realm.

Leavani has a Class A Starport, an excellent quality installation which includes all the expected amenities including refined fuel for starships, brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing annual maintenance, overhauls and other kinds of repair, and construction of both starships and non-starships. Most ports of this classification have both a Highport and a Downport.

There may be smaller councils or regional bodies to draft the policies voted upon. Leadership of the government and all members of the bureaucracy are determined by the voting population.
- This world practices a continuous direct democracy aided by electronic vote tallies. These votes aren't winner-takes-all but involve ranking several options, with successive rounds of voting narrowing the field to choices with the most support and smallest resistance. When objection to the most popular choice remains in any way significant, a new vote with a compromise solution is often conducted.
- Any action undertaken by the Altarean Confederation requires the unanimous consent of all nine members of its governing Council and ratification by governments of the nine represented worlds, of which Leavani is one.
