Hebron was originally occupied by the Aetna military in 925. A military unit built the starport, Naval Base, and military base in preparation for a major population influx. The first settlers brought over were the families of the military units working in Hebron.
However, the expected migration from Aetna never materialized. For political reasons, the migration plans were first postponed then scrapped.
The Hebron military units became very accustomed to self-rule, simply keeping their superiors on Aetna apprised of practical decisions and personnel assignments. After about 20 years, the Hebron units decided to make the situation formal, and declared their independence from Aetna and the Solomani Confederation.
World Starport[edit]
Hebron has a Class A Starport, an excellent quality installation which includes all the expected amenities including refined fuel for starships, brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing annual maintenance, overhauls and other kinds of repair, and construction of both starships and non-starships. Most ports of this classification have both a Highport and a Downport.

The culture of Hebron was military from the beginning, and they have raised their families in that tradition. The very language of Anglic is liberally sprinkled with military acronyms and terminologies, sometimes used in surprising ways.
All children from 12yo and up have a scout rank and role within the community unit. There is a community chain of command. Younger children are assigned a scout command unit that reports to an adult school cadre. All adults have a rank and unit.
