The worlds of the Cluster have a complex, interlocking system of governance that reflects the long history of the region. Loose democracies, charismatic (Vargr-influenced) politics and Lancian free expression mix with Vilani corporatism, devout religion, and the pyramidal structure of the S'mrii social order. Gvadh itself is technically the controlling authority of several other worlds, but in practice often has less direct influence than one of its other neighbours, a consequence of quiet but enduring struggles between Vilani-led Human power blocs and that of the S'mrii and the Vargr (the Vargr having attained greater influence thanks to S'mrii patronage).
