History & Background (Dossier)[edit]

Cloudia is an important high-population industrial world. It is noted for having negotiated a separate peace with the Third Imperium, seceding from the Solomani Confederation during the Rim War. As a result, Cloudia is within Confederation territory but is not a member government. Its nebulous client status allows the Confederation to operate warships in the system but does not require Cloudia to pay taxes to the Confederate government. Cloudia also has a free trade agreement with the Confederation while its ships are subject to less scrutiny than those of Confederation member worlds when entering the Imperium. This situation greatly benefits Cloudia.

Since 1103, Cloudia has been engaged in a rapid expansion of her trade fleet. This would normally be of no consequence, but the design of the new vessels has caused alarm in some quarters; they are very well-armed for a commercial starship and include a number of features suggesting that they might be intended for rapid conversion to paramilitary use.

World Starport (Sp)[edit]

Cloudia has a Class A Starport, an excellent quality installation which includes all the expected amenities including refined fuel for starships, brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing annual maintenance, overhauls and other kinds of repair, and construction of both starships and non-starships. Most ports of this classification have both a Highport and a Downport.

World Government (G)[edit]

Cloudia is governed by an Impersonal Bureaucracy. The leadership of the government takes another form (democracy, dictatorship, oligarchy), but the bureaucracy dictates government policy and its execution. Government leadership is reduced to little more than figureheads and does not select the bureaucracy leadership or its members.

World Law Level (L)[edit]

Cloudia has an extreme law level which covers every area of interaction. Laws are complex, detailed, and difficult to understand. Every interaction with the government requires an Advocate. Law enforcement is omnipresent and strict. Legal proceeding can take months to years to resolve and may involve dozens of people. A few worlds with this law level may be a Red Zone and others will be an Amber Zone. All objects specifically manufactured as weapons are typically regulated or prohibited (with no exception for private residences; visiting starships are only protected so long as they stay within designated starports and approach corridors).

Historical Data[edit]

  • Toward the close of the Solomani Rim War, Cloudia attempted to secede from the Solomani Confederation, but the Armistice ended the war with Confederation forces occupying the system. The Confederation signed the Treaty of Gemstar, which established Cloudia as a Solomani client state with guaranteed internal self-rule but restrictions on planetary naval forces and foreign policy; Confederation forces perform all military space patrols within the system.
  • A Cloudian nationalist movement wishes to repudiate the Treaty, and in 1103 Cloudia began building a class of high-performance merchant ships that some observers believed could be convertible to warships.
