Crimes which occur within each discrete territories are adjudicated according to each region's distinct penal justice codes.  Most penalties involve fines and sentences for various duration prison stays.  Execution and life sentences are incredibly rare.  However, criminals who cross boundaries between autonomous, self-governing sovereignties are held in a shared captivity center.  This center is located at the southern polar region.  If the charges are agreed to be of a minor nature, then the tribunal council will release them on an annual amnesty day for time served.  This can lead to short sentences depending on when they are apprehended.  This has been linked to a cyclical pattern in the frequency of these types of criminal activities.  Capital crimes mean that the accused are released into a maze-like underground complex which is filled with lethal traps, dangerous organisms, and fellow prisoners who compete for very limited resources.  Their progress is recorded and transmitted as a popular form of media entertainment.  An off-world media consortium has been contracted and uses higher technology equipment that has been imported to manage the audio-visual production.  These recordings have limited distribution to other world media markets as a bizarre form of entertainment.  If any prisoners escape to the surface they are cleared of all charges and free to go.  To date there are a handful of survivors, strangely no one has survived a return trip to the criminal retribution center.
