• This world practices a continuous direct democracy aided by electronic vote tallies. These votes aren't winner-takes-all but involve ranking several options, with successive rounds of voting narrowing the field to choices with the most support and smallest resistance. When objection to the most popular choice remains in any way significant, a new vote with a compromise solution is often conducted.
• Any action undertaken by the Altarean Confederation requires the unanimous consent of all nine members of its governing Council and ratification by governments of the nine represented worlds, of which Persus is one.
