The Vilani Protectorate is a polity located within Matzen Sector.

Description (Specifications)[edit]

  • The Vilani Protectorate is the largest polity in the Matzen Sector, it is also the oldest and most stable.
  • The polity has an established common culture in terms of its native human people, descendants from Vland in what is now the Third Imperium. The cultural identity of the Vilani Protectorate extends to philosophy on life, religion, beliefs, moral compass, family, etc.

Goals:[edit]

  • To maintain stability through diplomacy within Matzen Sector.
  • To expand and exploit trade routes across the Matzen Sector and increase prosperity for all sentient sophonts in the Sector.
  • Through stable, managed and controlled expansion of scientific study increase the technological capability in the Vilani Protectorate.
  • To continue in the quest and right of all Vilani to one day find and meet the "Machine-Gods"
  • To ensure Vilani culture thrives in the region.

Seat of Government:[edit]

The seat of government for the Vilani Protectorate is the planet Alaamga. Alaamga also serves as the subsector capital and indeed has its own local government. This accumulation of Governmental organisations can be confusing to those not from Alaamga or indeed the Protectorate but it fits entirely with the mindset of the Vilani, e.g.: structure, organisation and a sense of control. The fact all three governmental structures are on one planet just seems right to the Vilani and actually they operate very successfully and completely independently yet intertwined with each other.

Head of State:[edit]

The Vilani Protectorate isn't just led by its government, it's led by its nobility. Many members of the government at all levels are nobles or from noble families. At the top of the noble family tree is the current Emperor, Irnila. Sat beneath and around the throne are several noble Houses all of whom are vying for positions of power, prestige and responsibility all under the favour of the Emperor.

The Emperor has only been on the throne for 12 years and is still a young man and yet to chose a wife; needless to say this is a cause for concern amongst the older nobles who all feel he needs that stability of marriage and children in his life to settle the populace down and ensure internal noble feuding doesn't grow in the Protectorate.

The Emperor, lives in the "Yaelhe Heyiye" which translates to "Crystal Citadel". The citadel is aesthetically beautiful in terms of architecture with its external surfaces covered in panels that refract light and create light rainbows that ensure the building can be seen across the capital city and startown on Alaamga. The Citadel, although stunning, is also practical and is heavily guarded by the Vilani Protectorate military; it also boasts its own small starport with facilities to support and maintain a fleet of small ships.

Government Structure[edit]

  • The Head of State for the Vilani Protectorate is the Emperor.
  • Immediately below the Emperor are the Emperor's personal advisors, usually referred to as the Private Council. The council comprises of various nobles and on occasion commoners who are seen as sufficiently qualified. The council members usually carry Governmental ranks of "Secretary of State for xxxx".
  • The largest political body is the Vilani Protectorate Parliament. The Parliament consists of elected representatives from across The Protectorate. These elected officials usually represent various parties who each have their own agenda and policies. On occasion they may be independent representatives with enough political acumen to get elected.
  • The Parliament elects a Prime Minister who in turn establishes a government from fellow members of the Parliament and the Private Council to ensure they enact the will of the people and the Emperor in a way that provides prosperity, peace and stability for all.

Judicial Branch:[edit]

  • The justice system within the The Protectorate operates on two levels. Firstly there are a number of overarching laws that all member planetary systems must obey, police, and apply regardless of local level policy. These laws relate to piracy, control of technology, internal conflict resolution, and usage of psionics. Such laws have been established over many years (in some cases centuries) and are enshrined into The Vilani Protectorate's very being and culture.
  • The second area of law is that of local law. Every member planet has the right to establish its own laws. These are subject to local policing. Those who break the law and subsequently leave the planet upon which they did may be pursued by bounty hunters should their illegal activity warrant such a pursuit. If pursuit is not required then the lawbreaker may be apprehended should they return.
  • The justice system itself always relies on a 3 judge court with a jury of an accused person's peers to hear the evidence for and against the individual.
Policing[edit]
  • Each planetary system within The Protectorate maintains its own police forces. There is a significant amount of support to each other across The Protectorate but for the most part policing is a local affair.
  • The task of the local police is to ensure local law is maintained along with the very few laws that are common across The Protectorate.
  • Should local forces require support, e.g. to maintain order, it is not uncommon for local army units to provide support if necessary.

Military Forces[edit]

  • The military forces of the Vilani Protectorate all swear allegiance to The Protectorate, its people and the Emperor.
  • The military are disciplined, well trained and well equipped with an average of TL:B equipment. It is not unusual though for special forces to have TL:C or on occasion TL:D equipment at their disposal.

Space Forces[edit]

  • The Protectorate Navy is well equipped with excellent quality starships ranging from 400T patrol cruisers for small "in system" defence right the way up to capital sized cruisers and fleet carriers.
  • The Navy also has thousands of Marines at its disposal for when "boots on the ground" are clearly needed.
  • One division of the Marines are rotated through on an annual basis to serve as the Emperor's personal guard and they maintain security wherever the Emperor is located.
  • In addition to the Protectorate Navy many of the planetary systems within the polity also maintain local forces for defence of their own local systems and to aid against piracy or other illegal activities. These small planetary forces are rarely more than 3 or 4 ships in size and usually use vessels of no more than 1000T in hull size.

Surface Forces[edit]

  • The Vilani Protectorate does maintain a standing army. These forces however are mainly used to support local planetary forces in police actions, etc. It is a very rare occurence for these forces to be used for anything else.
  • Almost every planetary system within The Protectorate maintains their own planetary security forces covering all key areas where appropriate to do so, e.g. Air, Land, and Sea forces.
  • Planetary standard TL defines what forces are used and also likely TL that is available to them.

Intelligence Services[edit]

  • The Vilani Protectorate does maintain a highly organised and exceptionally proficient Intelligence Service.
  • The covert operations of this shadowy organisation rarely make the news as they quietly and efficiently go about their duties.
  • Primarily they work to identify and prevent potential threats against the Vilani Protectorate, however they also carry out covert ops outside The Protectorate's borders.
  • The largest threat to the Vilani Protectorate is the rapidly expanding Tomon Trade Federation and as a result there are likely to be ongoing operations related to them at any time.

Sphere of Influence:[edit]

  • The Vilani Protectorate holds significant influence in the Coreward/Spinward quadrant of Matzen Sector. It is this region where The Protectorate is located and its population is likely to be travelling across.
  • It is perceived in a hostile manner by the Tomon Trade Federation and a strained relationship exists between the two polities.
  • The Vilani Protectorate is known across Matzen Sector and it's always possible to encounter ships and crews from The Protectorate. Many large corporate entities are well established in The Protectorate and they operate many merchant vessels across The Sector.
  • It has been known for The Protectorate to send naval vessels beyond its borders should it feel a show of force or support is needed for those it sees as its friends.
  • The Protectorate has sent several vessels on deep space explorations Spinward of its borders but as yet little is known of those expeditions or indeed their findings other than by those in higher government circles.

-9425 -4910 A Vilani sub-light deep exploration vessel, the Kuikza, leaves Vland in search of the ancient "Machine-Gods". The journey has been entirely funded by members of the nobility and religious orders that venerate the ancient "Machine Gods" that once lived upon Vland. The crew also consisted of hundreds of others with those same beliefs from various castes and professions. As one of the largest exploration vessels ever built by the Vilani it was generational in concept as its mission was expected to take decades. As such, families accompanied the crew.
-9415 -4900 The Kuikza has entered the region of space now known as Empty Void and encounters what the crew believe to be one of the ancient "Machine-Gods". This massive structure appears to be drifting through space alone in the dark. Communications with it prove ineffectual until it opens a vast gaping door that draws the Kuikza into its cavernous interior. The Kuikza enters and finds themselves adrift with no "Machine-God" in the vicinity. Even worse, the Kuikza crew is unable to establish a bearing on any stellar object and had actually transited almost instantaneously nearly 3000 parsecs Spinward from their starting location.
-9415 -4900 The Kuikza and its crew agree after extensive consultation with both their noble leaders and their religious scholars that the "Machine-Gods" are testing them and so they set out to map this new region of space and continue trying to make contact with them.
-9397 -4882 The Kuikza has mapped several systems in the region and its crew now has a second generation of both crew and family members on board. The ship however is dangerously overcrowded and despite best efforts is running low on food and other necessities. The captain, nobles, and religious leadership agree it's time for their mission to come to an end, and they locate a place to call home. This home was selected based upon its ability to support life and also able to provide resources, etc., for the colony to survive and also return to the stars at a later date.
-9396 -4881 After c.14 months of exploration The Kuikza goes into orbit above what is now called Alaamga (named after The Kuikza's first captain). It is from this planetary system that the Vilani Protectorate is established.

Culture and Society:[edit]

  • The Vilani value tradition and family extremely highly. As such the Vilani have a strong sense of history and are grounded in stories of their ancestors that are taught to them from a very young age.
  • The Vilani sense of tradition is sometimes seen by others as very resistant to change. It's not that they don't change but rather change for the right reason is good and in a controlled manner to ensure the society can absorb and cope with it.
  • The family is very important to the Vilani. As a people they are long lived with ages of up to 150 not uncommon. They do however rarely have more than 1 child. It's not that they can't have more than 1 but simply they would rather devote themselves to ensuring that the child is given the best opportunities to thrive in life which is always easier when you only have 1 child to focus on.
  • The Vilani society is organised and structured. Outsiders would probably call it "boring". To the Vilani, it's comfort. If society is structured it remains calm, thinks clearly, and develops and changes appropriately over time.

Personal Freedom:[edit]

  • The Vilani enjoy many personal freedoms in line with any local laws that may be in place.
  • Freedom to a Vilani though is still also part of their cultural mindset that holds personal freedoms are still structured and ordered.
  • The Vilani believe that they are in many ways superior to other humans and that as such they need to often act appropriately and not be overly frivolous. Such a mindset can make the average Vilani appear somewhat "boring or indeed bland" in how they approach their life. Freedom is to be enjoyed but not to the detriment of others.

Social Status[edit]

  • Social Standing to the Vilani is exceptionally important. If you are not of noble birth then one needs to ensure you are truly the best in your field. Excelling at art, science, sport, in fact almost anything is very important to the average Vilani.
  • If one is not noble then one needs to be seen as gifted or even exceptional. Such qualities are to be admired. This exceptionalism in how they perceive themselves and others in society can make them appear arrogant. It's not that they are arrogant, they simply struggle to understand why others would not want to be the best they can be.
  • "Celebrity Status" in Vilani society isn't about media stars, it's about excelling. A highly respected author will gather a larger crowd than an average media personality.
