The Outcasts of the Whispering Sky is a polity that is located in Hinterworlds Sector.

Description (Specifications)[edit]

This is the polity of the eponymous Outcasts of the Whispering Sky sophontic species, also known as "Stalkers". An unusual people, their name and dour mentality relate to their bioluminescent language. Communicating with flashes of light, they saw the stars in their night sky as incoherent speech, and assumed that they were "outcasts", unable to participate in the cosmic conversation. Because human and other civilizations are swamped in visual "noise", Stalkers reject outside contact. Alien societies are overwhelming and insane.

Goals[edit]

Two of the most prominent values in Stalker society are:

  • Paranoia
  • Xenophobia

As explained above, aliens bring chaotic visual noise.

History & Background (Dossier)[edit]

  • This polity is dominated by the Outcasts of the Whispering Sky, more commonly known and referred to as the Stalkers by Humaniti due to their two-metre long necks.
  • The age of the polity is not well established due to their dislike of outsiders, but most likely dates to the period of the Rule of Man, when explorers and settlers would have provided access to Jump Drive.

Military & Intelligence (Force Projection)[edit]

The Stalker military is known as the Xenophobic Enforcement Agency. They have a strange assortment of space craft pressed into service to protect their territorial possessions. There is no real navy, just squadrons of system defense vessels assigned to each planet.

Political Relations[edit]

Contact with Humans has historically served to frustrate the Outcasts, as Humans can only speak the luminescent language of Stalkers with mechanical aid. The Stalkers remain mistrustful of Humans -- perhaps feeling that Humans are "in on the joke" regarding the universe that keeps its secrets from them. The Stalkers resent intrusions into their realm, which has led to frustration in the xenoarchaeological community, regarding access to the unfinished Leenitakot Ringworld.

In the 12th Century Imperial, the ambitions of the expansionist Nullian League alarmed the Outcasts, but awareness that other Humans also opposed the League conversely lay some groundwork for closer relations.
