- It is a garden world with a near-ideal, utopian environment conducive to most forms of sophontic life.

History & Background / Dossier[edit]
Leighton is an oddity, being a garden world left almost entirely untouched by the Solomani, despite their presence in surrounding systems. Outside observers to the region often wonder why the populations of naturally inhospitable Boreal, Tigr, or Vitek haven't spilled over onto Leighton. The planet is not interdicted in any official sense, so the answer cannot be an inherent danger in the world's environment. Some suggest that Leighton is being reserved by agreement between the high-population Confederation members of the region as a shared "failsafe", a place where people can be evacuated in the event of a catastrophic failure of infrastructure on one of the inhospitable population centres. Of course, this doesn't explain why preliminary facilities haven't been prepared here. Some people speculate, perhaps a little desperately, that the Confederation is trying its hand at Manipulation, hoping to predict and guide a response from the Hivers across the border, who are curious about everything and especially about this mystery.
World Starport[edit]
Leighton has a Class B Starport, a good quality installation which includes all the expected amenities including refined fuel for starships, brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing annual maintenance, overhauls and most kinds of repair, and construction of non-starships. Most ports of this classification have both a Highport and a Downport.
World Technology Level[edit]
Leighton possesses a Technology Level of TL–6.
- Common Communication technologies for this TL include: Telephone, radio, and television.
- Common Power Generation technologies for this TL include: Early fission power generation, advanced water and wind generation of electricity.
- Common Transportation technologies for this TL include:
- Land: Improved automobiles, early ATV's, and dedicated AFV's.
- Water: Amphibious vehicles, improved submersibles, and early SCUBA gear.
- Air: Early jet aircraft and rotorcraft VTOL's.
- Space: Early unmanned rocket delivery systems and early manned orbital rockets.
World Government[edit]
Leighton is governed by a Participatory Democracy where eligible voters determine laws and policy. What determines an eligible voter varies. There may be smaller councils or regional bodies to write the policies voted on. Leadership of the government and all members of the bureaucracy are determined by voting population.
Note that this democracy is simply a working relationship between the minute number of starport workers.
