"The exploitation of Iinduugadar, five parsecs away across an increasingly daunting Jump 2 gulf, is complicated by its unbreathable and chokingly dense atmosphere. Analysis of ship sensor logs do suggest that there is a region above the surface, at roughly 14 to 16 kilometers altitude, where the slow solar-powered dissociation of the atmosphere's common compounds renders the air breathable with light filtration. While none of the planet's geography rises to those elevations, primitive lifting gas supported vehicles and even communities could be created in this zone that should survive even if gravitics are lost or unavailable. We leave the economics of such development in the capable hands of the Privy Council and the King."
