Hloa is the homeworld of the Hloans, large aquatic sophonts with little or no technology, no interest in the universe beyond their seas and generating little interest in themselves.

History & Background (Dossier)[edit]

By -1900 warning beacons had been placed in the system to alert Terran settlers from attempting planetfall on Hloa. Modern versions of these warnings continue to be maintained by Aslan, Humans, and Ormine to deter Travellers.

Hloa is governed by a Charismatic Oligarchy, like a charismatic dictatorship in that a larger group has asserted their right to rule. The group will likely have better rules of succession than a single dictator and may last longer, or may transition to a non-charismatic dictatorship.

Secondary World[edit]

The secondary world in the system is under strict control of the government. However, unlike on most planets with restrictive laws, the people of this world are actually happy with their rulers. Years ago, the world's economy was on the verge of collapse, and crime was rampant, as was governmental corruption. Through a bloodless coup, a small group of men, mostly academicians, backed up by some high-level enforcers and army officers, ousted the old government. Since then, through the implementation of stringent controls, the economy has been turned around, crime is virtually nonexistent, and the population once more has faith in its leaders.

  • The controls placed on daily life by the oligarchy make things difficult for outsiders, and the punishments are swift and harsh. The death penalty is often invoked for any felony conviction.

Hloa has an extreme law level which covers every area of interaction. Laws are complex, detailed, and difficult to understand. Every interaction with the government requires an Advocate. Law enforcement is omnipresent and strict. Legal proceeding can take months to years to resolve and may involve dozens of people. A few worlds with this law level may be a Red Zone and others will be an Amber Zone. All objects specifically manufactured as weapons are typically regulated or prohibited (with no exception for private residences; visiting starships are only protected so long as they stay within designated starports and approach corridors). Civilian movement is rigidly controlled. Travel documents are frequently checked, and destinations must often be declared when traveling substantial distances across the world.
