Dhakakna has a tainted unbreathably thin atmosphere and very little surface water. The system has a population between 10,000 and 10 million, lacking the industrial base to be completely self-supporting. It is a Vargr dominated Non-Aligned world in the Engakhs Subsector of Knoellighz Sector.

History & Background / Dossier[edit]
It was a feat of rare Vargr diplomacy on Dhakakna that turned the interests of the usually conquering Democracy of Greats as it sent surveyors into this star cluster's terminus. The colony of Vargr that was already present when the polity spread Spinward put forth an exemplar and compelling document detailing why the juggernaut of Democracy expansion would not find Dhakakna worthy of annexation or conquest. To the benefit of other worlds in the cluster, some annexed by neighbours, others indifferent, "Dhakakna's Plea" helped convince the local Charismatic Great to halt their nation's Spinward growth. As of 1105, only eight of nineteen worlds in the stellar cluster are claimed by the Democracy, which is already turning its attention to the Coreward frontier and allowing the other eleven worlds some reprieve and non-aligned status. Part of the convincing argument of the Plea was that, by habit, the Democracy had engulfed every world on its path of expansion, leaving none unclaimed. In its growth towards the Sector-coveted Serue (Knoellighz 1221) with the sector's only known Tech Level of 15, Dhakakna pointed out that the conquering polity would have to, by its own past tendencies, annex the other eleven worlds of the cluster before ever attempting to absorb the technological prize of Knoellighz Sector. The middling and uninteresting worlds of this region would be a chore to claim, garrison and govern -- versus going around and taking Serue sometime in the future from points Coreward. Thus the merit of Dhakakna's Plea caused a diversion of what many worlds and even other interstellar polities believed could not be turned.
In return for a non-aggression treaty, the erection of a simple E-rated Downport, and unregulated Gas Giant wilderness refueling, the Charismatic Great of that edge of the greater polity agreed to halt expansion until Dhakakna reversed its preference. With this came the acknowledgement that the Democracy held no responsibility for the world should expansion from Rimward, namely the fast-growing Ascendancy Pact, take interest in the cluster. Dhakakna's Emissaries assured the Democracy that Serue was easier to claim directly by the Pact than some non-aligned cluster of little import. Thus, both polities have left eleven worlds of this cluster unclaimed and only patrolled minimally for Corsair activity. The group of worlds remains on a watchlist in case the Democracy has need of resources in the distant future. This seemed to satisfy Dhakakna's diplomats as well.
As of 1105, Dhakakna and its neighbors remain free of polity control and continue to conduct miniscule trade that cannot hope to compete with either the Ascendancy Pact or the Democracy of Greats. The situation has allowed the non-aligned worlds to seek trade through the Crystal Wall of Knoellighz with the Zhodani Consulate, via Serue and Souo. Thus far, the Plea holds and all are content to do business without political lines being drawn on maps. The Quiet Wars continue, as well as the occasional Corsair attack.
World Starport[edit]
Dhakakna has a Class E Starport, a frontier quality installation with few expected amenities. There is unrefined fuel for starships and a limited variety of ship provisions. There is no shipyard of any kind, but there may be parts and technical support for doing minor services and repair. Ports of this classification generally consist of a downport.

World Government[edit]
Dhakakna is governed by a Charismatic Dictatorship. Charismatic governments justify their ability to rule by simply asserting their right to rule. Charismatic dictatorships are typically young governments, coming as a recent change, and rely on the leader(s) to supply head of government.
The only point where Dhakakna has joined the interstellar community is in terms of their government structure. Dhakakna is ruled by a monarch or Charismatic Dictator. The sheikh rules the entire world with the aid of an esteemed cadre of oasis lords and Emissaries who attempt to keep the peace. Following the example of nearby Uorangeng ("King's Ring") (Knoellighz 1820), Dhakakna has held its Plea over the people of the world in that the turning of the Democracy of Greats implies that an intense Law Level of A be upheld as a condition.
World Military[edit]
Though only Tech Level 4, a desert Industrial Age, Dhakakna does have a standing homeguard army and features dervishes who specialize in stealth, desert theatres and urban conflicts. Many are sought by off-world militaries for consulting on defense tactics. The mainworld also features some impressive, large-bore artillery and anti-aircraft weaponry that dots the landscape about the E-rated Downport.
World Economy[edit]
The 20% hydrosphere is closely monitored, with regulated deep well drilling to draw water from the underground water tables and wet grotto reservoirs. Hunting territories are carefully delineated to keep from depleting local supplies. The Poor and Non-Industrial Trade Codes have forced Dhakakna to conduct interstellar trade despite its non-aligned isolation. One of the most sought after exports is a very fine and strong textile weave of fabrics that features artistic and durable patterns and colors that are aesthetically pleasing to Vargr eyes. Entire desert communities have renowned specialist artisans who wield the looms for these fabrics for many applications as if they were scepters of state.
Such is the prestige of the Emissaries of Dhakakna, that schools or dojo pavilion tents are erected sparsely across the mainworld. Students must exercise great patience in crossing from their oasis homes, over the deserts to reach these honored career apprenticeships. Many applying Vargr are turned away and pointed to other careers. Those who graduate from such dojo are clad in the signature fabric poncho of the Dhakakna Emissaries and wear their honor literally on their shoulders.
