Souo has an exotic, corrosive, or insidious atmosphere with a small percentage of liquid, but not water, on the surface. The system has a population between 10,000 and 10 million, lacking the industrial base to be completely self-supporting. The world has a colony on Vanthoskaedhokhsig (Knoellighz 1119). This system serves as the capital for the subsector. It is a Vargr dominated Non-Aligned world in the Engakhs Subsector of Knoellighz Sector.

Description / Astrography & Planetology[edit]
If the so-called Bridge of Destiny is the primary point of contact with the Crystal Wall of Knoellighz between the Vargr and the Zhodani Consulate in Knoellighz Sector, then Non-Aligned Souo is the quieter, younger brother to such successful contact with the enigmatic Humaniti there.

System Data[edit]
This system features one Gas Giant, named Focus for its milky white coloration. Vessels fuel here under the watchful eye of the naval assets patrolling. Also regulated are the three planetoid belts, in which innumerable, large post-planet fragments can be found drifting among typical asteroids. Surveyors estimate that less than 500,000 years ago a stable planet just beyond the Green Habitable Zone orbited the primary solar body. The arrival of a White Dwarf is suspected of ripping this planet apart with its tight gravity when it was captured around that time. Prospectors focus on this shattered planet's major fragments for minerals. Scientist teams often ride alongside to study the finds for answers to the mystery.

Souo's corrosive atmosphere must be cleansed of dangerous chemicals and filtered intensely before becoming breathable. This is achieved through careful planning and consultation with nearby think-tanks of Serue. Yet, this same atmosphere in addition to the Fluid Hydrographics allows for harvest of a plethora of chemicals, solvents and cleaners that are a majority of this Non-Industrial world's exported goods.

Souo (SAW-ow), due to its channeling properties between the Zhodani Consulate and the Non-Aligned Vargr worlds, has accepted a de facto subsector Capital (Cp) status. This is another source of the self-esteem and Charisma which the neutral world hopes to maintain in the face of the Ascendancy Pact expanding in their direction.
World Starport[edit]
Souo has a Class A Starport, an excellent quality installation which includes all the expected amenities including refined fuel for starships, brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing annual maintenance, overhauls and other kinds of repair, and construction of both starships and non-starships. Most ports of this classification have both a Highport and a Downport.
- Located directly adjacent to Zhodani Space, the local A-rated Highport is capable of servicing both Zhodani and Vargr hulls. It is at the extraterritorial Highport in high orbit that the lion's share of trade occurs. Often it is a fast and furious exchange and negotiations can seem chaotic to the casual observer. It is here that the un-initiated Zhodani can get a first taste of Vargr Charisma at work in economics.
Souo does regulate travel to the B-rated Downport due to the high winds and obscuring, cumulonimbus storm clouds that are dangerous to standard and streamlined hulls alike. The Downport can request teams, systems and spare parts and thus upgrade in a pinch to A-rating. Such special request costs are redirected at the vessel needing such services.

Souo possesses a Technology Level of TL–12 or TL-C in Hexadecimal Notation.

World Government[edit]
Souo is governed by a Participatory Democracy where eligible voters determine laws and policy. What determines an eligible voter varies. There may be smaller councils or regional bodies to draft the policies voted upon. Leadership of the government and all members of the bureaucracy are determined by the voting population.
- This participating democracy was made possible by the High Technology also provided by Serue, allowing all citizens to have a direct say, debate policy, and vote on issues through a secure system computer network that is monitored by cyber security, funded by taxes and the export of repeatedly updated software to other worlds with sufficient technology. This de-centralized but complete democracy seems to satisfy the Vargr mindset, allowing Charismatic individuals to publish their ideas and leadership on the local net and garner support.
It is the above Government, having satisfied Vargr mentality, that is to credit for the low Law rating, the mains of which are based on safety for all. This too is supported by the dangerous conditions of the mainworld and the practices of their technological benefactor, Serue. Miscreants can expect quick deportation rather than imprisonment on Souo.
World Military[edit]
The Naval Base is located in high orbit, Trojan to the Highport in position. It services local defenses and naval vessels loaned to Serue during summits and technological expo events. Piracy and privateering from Non-aligned worlds and the Democracy of Greats requires patrols of the Jump-2 neighborhood, something the community values greatly and which encourages the Zhodani to continue their contact with Serue through Souo.
World Economy[edit]
It is Souo that enables thoroughfare of the Zhodani to points beyond, namely Serue (Knoellighz 1221) for summits and other interracial trade. This is the only other inlet where the Vargr of Knoellighz can assuredly hold the upper hand in all negotiations with the psionic Intendants and Nobles and not generally feel as if they are being manipulated. Yet trade occurs and benefits not only Zditviapl and Izsiqrl (Knoellighz 0918 and 0921 respectively) but elevates the clout and Charisma of Souo and nearby Serue as facilitators to civil exchange, where polities such as the Democracy of Greats and the Ascendancy Pact still level a straight arm towards the Crystal Wall.
Partially due to its proximity to Serue, Souo avoided a Failing or Doomed rating, enjoying a Tech Level of C (12) and allowing the initial colonization to flourish and stabilize enough to entice contact from the Zhodani in the Engakhs Subsector.

World Culture[edit]
One social quirk that has taken root from both Serue and the adjacent Zhodani Consulate is the tendency for honorable dealings and socialization. Though a majority of the populace is not psionic, deception, lying and dishonorable dealings have become moot, especially when face to face with Zhodani merchants; Proles, Intendants and Nobles alike. Truth begets more truth and the survival needs of Souo, Zditviapl, Izsiqrl, Serue and other nearby worlds are all shared and understood. Visitors from other polities are often taken aback by the honesty of the locals. A Vargr here will remain silent, withholding their words, rather than be seen as dishonorable. Outright lying can get a visitor blacklisted. It is this adaptation that has attracted the Zhodani Consulate to this opening in the Crystal Wall of Knoellighz.
Historical Data[edit]
Virus Era: 1130s Souo must, in hopes of maintaining a margin of survival, adopt the quarantine policies fed to them through the Zhodani Consulate during this era. Vampire Fleets rebuffed by Serue try their hand in Souo. They are met by both the Vargr and the Zhodani in concerted bulwark just outside the Crystal Wall of Knoellighz.
Empress Wave: 1139 It is this year that the Zhodani Consulate must rely on their Proles to maintain relations with the Vargr in Engakhs Subsector, straining relations in what is assumed to be displeasure of the Zhodani with the Vargr, leaving many seeking answers.
