Cotan is an industrial world with a tainted atmosphere. The system has a population over one billion. This world is designated an Amber Zone. Caution is advised since the world has an environment, laws, customs, life forms, or other conditions that are not well understood and might be a danger to a visitor. It is a member of Julian Protectorate in the Cotan Subsector of Empty Quarter Sector and in the Hegemony of Lorean.

Mainworld Size (S)[edit]

Cotan is a Meso World between 12,000km and 13,500km in diameter. The world has a standard gravity between 0.8G and 1.1G. The horizon will appear about 5.1km away. Vessels with 1G of thrust should check with local starport authorities before attempting to land using emergency power.

Mainworld Atmosphere (A)[edit]

Cotan has a pressure of 0.71 to 1.49 atmospheres. While a Standard Atmosphere does not require survival gear this atmosphere also contains an unusual taint such as disease, a hazardous gas mix, pollutants, or sulfur compounds which requires the use of a Filter Mask. Some taints may require more protective equipment. TL–3 or more advanced survival gear is required to settle this world.

Mainworld Hydrosphere (H)[edit]

Cotan has 65-75% of its surface covered by liquid water. It has significant large liquid bodies. Wilderness refueling is possible.

History and Background[edit]

Cotan is still recovering from a long and grim fall. The pirate bands that ran the world were only recently broken by the Star Legion, and free-for-alls still occur in the system. The planet is governed by high-tech Vargr ex-pirates and starfarers, who dominate a low-tech and restless human majority.

Ironically, this was one of the first worlds taken by Humaniti during the War of Man, with Vargr power originally broken by 350 Imperial.

World Starport[edit]

Cotan has a Class C Starport, an average quality installation which features amenities including unrefined fuel for starships, some brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing maintenance and other kinds of repair. Ports of this classification generally have only a downport, unless this is a trade port or system with an hostile environment mainworld.

World Government (G)[edit]

Cotan is governed by a Charismatic Oligarchy, like a charismatic dictatorship in that a larger group has asserted their right to rule. The group will likely have better rules of succession than a single dictator and may last longer, or may transition to a non-charismatic dictatorship.

At one time the most famous world in the sector, Cotan is still recovering from her long and bitter fall. The pirate guilds that -- until recently -- dominated the world were crippled by Star Legion strikes, leading to the current free-for-all as pack fights pack fights Legion. The world's government, currently dominated by high–tech Vargr starfarers and (ex-)pirates, is under ever greater stress from the now restless, low–tech Human majority.

There is only a single legitimate pirate, who has grown wary of the Star Legion. They rarely show themselves, so only the unluckiest Traveller will have to deal with the ship. A member of the 'Tailless Hunters' Suedzuk pack, they have taken to chasing and eating unarmed Humans when they board a ship.

World Law (L)[edit]

Cotan has an extreme law level which covers every area of interaction. Laws are complex, detailed, and difficult to understand. Every interaction with the government requires an Advocate. Law enforcement is omnipresent and strict. Legal proceeding can take months to years to resolve and may involve dozens of people. Most worlds with this law level may be an Amber Zone or Red Zone. All objects specifically manufactured as weapons are typically regulated or prohibited (with no exception for private residences; visiting starships are only protected so long as they stay within designated starports and approach corridors). All aspects of life rigidly controlled with disproportionate punishments for even minor legal infractions. There is no difference between the police and the military. This world is a full-fledged police state. Oppression is legalized and routine.

World Timeline[edit]

These are some of the more important historical events that have affected this world and the surrounding region:

  • 359-375: War of Man, as Humans rebel against repressive Vargr rule in coreward Empty Quarter Sector.
    • Vargr power on Cotan was actually broken several years prior, one of the earliest Human successes in the region.
  • 629-645: The Nishhingh War. The Stellar Republic of Cotan is a major participant, as part of the BloodUnion.
  • 814: The Third Imperium and the Arzula authorities forge a trading agreement, leading to the creation of the Deep Space Stations of the Saeghvung-Turley-Exile Run, crossing the Lesser Rift in Empty Quarter Sector.
  • 822-835: Much of Arzul Sector is conquered by the Arzula.
    • 835-860s: The Blighted War drains the Arzula's nascent Hegemony as it tries to conquer five subsectors.
  • 864: The modern Hegemony of Lorean is founded, starting out as a 'trade and aid' group of interstellar traders centred on a cluster of high-population systems dominating Mycocona Subsector.
    • The great success of this trade coalition leads to a sharp rise of economic and then military power.
  • 869-870: The repressive methods of the Hegemony, and the refusal of local resistance to buckle, leads to the Era of Horror in parts of coreward Empty Quarter Sector, as the Hegemony responds with undue cruelty against its enemies.
  • 872: The worlds of Kotsfa Subsector secede from the Hegemony, defying efforts to stop them.
    • Further disintegration is only prevented with the suicide of the Hegemon and radical economic reforms introduced by his successor.
  • 933-936: The defection of the Damlaer Union from the Julian Protectorate to the Hegemony leads to the Lorean Strikes. Failed military action leads to a major political crisis within the Protectorate.
  • 940: As part of this political upheaval, the government of the Ikonaz Sphere collapses, replaced by the Rukadukaz Republic.
  • 942: The Protectorate and the Hegemony formally sign the Treaty of Var-Inaka (restricting naval basing) and the Julian Concord, incorporating the Hegemony into the Julian Protectorate.
