Shelter was initially formed from apostates/victims who sought escape from the oppression/guidance of the congregation of New Heaven's rules. It is in many ways a mirror of the society it so violently opposes.
New Heaven and Shelter have clashed many times and are probably the most militarised nations in the system. They formed the greatest headache for the New Earth Council.
The Government of Shelter is led by Prime Minister Gregory Tonj.
Note: Shelter is violently introverted, and is notoriously unwilling to give out information about things occurring inside its jurisdiction or to extradite its citizens. As a consequence, it is known to have a lot of Banks that are inclined to take deposits with few questions asked and none answered.
