The First Truce of Matabele was effectively ended by the New Heaven Plague, which was blamed upon the Government of New Heaven by the Government of Shelter. The plague first appeared amongst the staff of the Government of Shelter in 86 and killed 4574 before it burned itself out. It was relatively un-infectious, because it killed so rapidly. 92 political members of the Government of Shelter died in the plague.
The main result of this oplague was a complete breakdown of relations between Government of Shelter and Government of New Heaven, and the widespread condemnation of Government of New Heaven by members of the New Earth Council. News of a related outbreak at a Government of New Heaven research laboratory in the same year was thoroughly suppressed and only came to light in 283.
