The Ortega Spying Incident of 103 was a scandal where it was found that the Shelter's Minister for Defence was sleeping with a spy from New Heaven. Further investigation showed that the Minister knew of this and continued the relationship in any case. In the aftermath, it was revealed that there was a whole network of agents operating with the objective of ensuring that the ongoing Counter-Conformity movement would not be opposed by Shelter. In the end, the outbreak of the Counter-Conformity War occurred for internal reasons rather than because of Shelter's provocation.
