The Counter-Conformity movement was an internal reaction to the Conformity Drive of 100 in New Heaven. This was a fairly standard operation by the Anti-Heresy arm of the church until the head of the drive was shot by a disgruntled father after his daughter was taken for questioning. The reaction to this resulted in an over-reaction and within a year the country had split. By 103, the two groups were ready for open warfare and the arrest of the Conformity Commissioners at Theeki on charges of Murder was the spark that set the powder-keg alight. Protestors barring the advance of the troops sent to "Rescue" the Commissioners were fired upon and the rescuer's vehicles were destroyed by anti-tank weapons of the local militia and their occupants lynched.
Shelter could not resist aiding the Counter-Conformity movement with arms, instructors and (later) troops. They withdrew their support after 108 when it became clear that their protégés were going to win but were just going to replace one form of oppression with another.
The war dragged on for a further 2 years, but the final irony was that many in the deposed political groups found flight to Shelter preferable to being out of power in New Heaven and labelled "Schismatics".
The war is the bloodiest in the history of New Heaven and leads to a quiet period known as the Peace of the Dead. Almost 40% of the male population of New Heaven is missing or killed by the end of this conflict, and the overall population is down by over 25% compared to that at the start.
